N2  - Congressman Diosdado Macapagal, chairman of the Committee on Foreign Affairs and Delegate to the United Nations meeting in Paris recently, outlined steps that may be taken to increase the usefulness of the Philippines in the United Nations and to erase from the impression of Russia that the Philippines is a puppet of the United States. Macapagal said that the Philippines was playing a unique and increasingly vital role in the world organization's deliberation on problems affecting global peace. He narrated his encounters with Russia delegates Andrei Vishinsky and Jacob Mali when they called the Philippine delegate a slave of the United States
