N2  - Secretary of Foreign Affairs Joaquin Elizalde, in his speech urged the ratification of the Japanese Treaty to serve the best inter- est of the Philippines and strengthen the common front against the threat of communist aggression. This, said the Secretary, is one of the principal reasons for ratifiying the admittedly unsatisfactory treaty. "Our policy on the treaty must be viewed in the context of the present situation throughout the Far East," he said. "We are faced now with the more pressing and immediate danger of communist aggression on this part of the world."
