WHY DOES ROTARY EMPHASIZE THE INDIVIDUAL IN VOCATIONAL SERVICE? A corporation or a business today has both a legal accountability and a moral accountability. It was given the former by law, and the latter has always been a latent thing which has not always been recognized because we were too busy with the physical things that we thought were more imme diately necessary to progress; that is increased production, new development, improved design and wider distribution. Both these accountabilities must be discharged in terms of individuals, and this is the management's prime job. It is the task that is specifically laid upon us by the circumstances of times and we cannot avoid it. If we, the leaders do not undertake to discharge what amounts to a stewardship of both legal and moral responsibilities, no one else will. This is the reason why Rotary emphasizes the individual, not only in vocational service, but in all the avenues of service. TO EFFECTIVELY APPROACH THE PROBLEMS OF DEVISING A PUBLIC RELATIONS PROGRAM, WHAT ARE THE IMPORTANT FACTORS TO BE CONSIDERED? It is necessary to establish the prevailing business and ethical standards of the industry or profession as a whole, plus the standards demanded of it by public opinion. Such approach requires certain primary investigations of facts. It will be well to make those investigations along the following lines: 1. The purpose of the industry or profession; 2. The basic idea of the service; 3. The need that it supplies; 4. The economic, social or transient quality of the service; 5. The general public opinion of the service, 6. The general customer's or client's opinion f the service; 7. The history of the development of the industry or profession; 8. The general attitude of the industry or profession toward its customers or clients; 9. The general attitude of the industry or profession toward the public; 10. The business standards which govern the industry or profession; 11. The ethical standards of its operation and the standard set by public opinion. WHAT IS MEANT BY "DELINQUENT" AS APPLIED TO YOUTH? Legally, a "delinquent" is a teenage person who has been brought into court as a maturing person who needs to be taught the responsibilities of an adjusted citizenship. However, some adolescents are guilty of delinquent acts, who are not detected or are protected from court action by their parents or others. These young people are delinquents even though they have not been brought to court Juvenile delinquency is nothing more than the fru which has grown from the seeds of parental delinquency, religious delinquency, educational delinquency and judicial delinquency.
