OUR RESPONSIBILITIES As this letter is being written, the leadership of Rotary in District 48 is passing into new hands. To the new presidents-elect and secretaries, my congratulations! We have work ahead of us. We have tremendous responsibilities before us. With the example of the past to serve as an inspiration for the future, there is every reason for confidence that Rotary will live up to expectations, and perhaps surpass them. 2. ITINERARY OF OFFICIAL VISITATIONS The complete itinerary of club visitations was released on July 1. A copy is appended to this Monthly Letter. A total of thirty-three clubs will be visited, covering the period from July 22 to November 30. As per suggestion of Rotary International, the official club visits are undertaken during the first half of the Rotary year in order to leave the second half free for club revisits, club extension, district conference, district assembly, etc. Clubs are requested to confirm whether scheduled dates are acceptable. 3. ROTARY FOUNDATION FELLOWSHIP District 48 (The Philippines) is entitled this year, 1955-56, to send a Rotary fellow for advanced study abroad. Selection will be made by a District Selecting Committee, subject to final review by the Rotary Foundation Fellowship and International Student Exchange Committee, acting for the Board of R.I. 4. GOVERNOR'S REPRESENTATIVES As authorized by the Board of Rotary International (MP, Oct., 1954; pp. 61-62) seven District Governor's Representatives have been appointed for closer group supervision of clubs in District 48. These representatives serve as liaison between the clubs and club presidents in the group and the District Governor and assist in ensuring that club activities are successfully carried out. These newly appointed governor's representatives and the areas of their respective jurisdictions are: "Jessie" L. Reyes, (Laoag, Vigan and Bangued); "Naning" Bustos, (Baguio, Dagupan, Tarlac, Cabanatuan, San Fernando, Malolos and Cavite); "Archie" P. Brion, (San Pablo, Lucena, Calapan, Batangas and Lipa); "Bayan" Fontanilla, (Daet, Naga and Legaspi); "Jack" L. Paais, (Hoilo, Bacolod, Cebu, Tacloban and Dumaguete); "Moning" Guirnela, (Oroquieta, Ozamis,. Butuan, Cagayan de Oro, Dipolog); "Doring" Araneta, (Zamboanga, Davao and Cotabato). Manila and Puerto Princesa are unassigned areas. 5. DISTRICT CONFERENCE-1956 Our Annual District Conference will be held in. Baguio on February 24-26, 1956. Even as of this early date, preliminary preparations are being readied for this great Rotary event. Be sure to make proper arrangements to send the biggest delegations from your club and reserve the above dates in order to ensure maximum attendance. On to Baguio! 6. SEMI-ANNUAL REPORT OF MEMBERSHIP AND PER CAPITA TAX The By-Laws of R.I. provide that on the first day of July and on the first day of January in each Rotary year, each club shall certify to the board of directors of R.L. the number of its members on such date and shall pay to R.I. a per capita tax on the basis of such membership. At the same time, the semi-annual payment of subscriptions to "The Rotarian" is due. Club secretaries are earnestly enjoined to attend to this report and accomplish the same at the earliest practicable date. The Fiscal Agent of R.I. in District 48 is Dr. Victor Buencamino, c/o Mrs. L. G. Ramirez, P. O. Box 952, Manila. "Vie" is acting as fiscal agent during "Ted" Hall's absence from the Philippines. 7. FINANCES The adoption of a budget for handling club finances is the best protection a club can have against financial difficulties. It protects against over-enthusiastic expenditures. More important, perhaps, it guards against the club obligating itself beyond its means. It is advisable that the estimated needs of each committee be early considered and the budget for the coming year drawn upon the basis of these needs. During the year the board should check up the budget to see that expenditures are within appropriations. Emergency expenditures for unbudgeted items should have the approval of the board. 8. LAKE PLACID AND CHICAGO Your incoming governor arrived in Manila on June 20, 1955 from Lake Placid and Chicago. The International Assembly held at Lake Placid from May 19 to 28 was memorable in many ways. The International Convention was held in Chicago from May 29 to June 2. There were eight delegates from the Philippines in the Chicago Convention; i.e., "Nonong" Castañeda (Bacolod); "Canding" San Luis (Zamboanga); "Felix" Natino (Dagupan); "Jack" Panis (Cebu); "Emy" Javier (Manila); "Joe" Orosa (Manila); "Ted" Hall (Manila); and your incoming governor. 9. R.I. PRESIDENT BAKER The man who was elected to the presidency of Rotary International at the Golden Anniversary convention in Chicago is A. Z. Baker, who succeeds immediate past president Herb Taylor. "A.Z." has had long Rotary experience, dating from 1929. He has served R.I. as director, district governor and as committee chairman. He is an active member of the Rotary Club of Cleveland, Ohio. 10. AIMS FOR 1955-56 President A. Z. Baker has outlined five aims for the current Rotary year on the central theme of "Developing our Resources." Summarized briefly, this program suggests: 1) We can develop our resource of manpower by making more Rotarians; 2) We can develop our resource of idealism in business by putting Rotary to work where we work; 3) We can develop our resource of understanding through personal acquaintance locally and by extending that acquaintance throughout the world; 4) We can develop our resources for the future by helpful assistance to youth today. 11. Vernor (Chicago) continue as secretary and treasurer, respectively, of R.I. 12. DISTRICT 256 (New York) Gifts to Philippine Clubs While in Lake Placid last May, Wendell E. Philips, incoming governor of District 256 (New York) informed me that his District had a project during the Rotary Year 1954-55 to send designated clubs in the Philippines a gift each consisting of 99 books called "The American Bookshelf." In Chicago, in June, during the International Convention, George W. Bagley, outgoing district governor of District 256, called on me at Hotel Sherman and reiterated the information given by governor-nominee Philips. The books have now arrived in Manila as per advice of George D. Taylor, Chief of the CARE Philippine Mission, through whom the books were shipped. Recipient clubs are being individually advised about this gift. It is requested that proper acknowledgment to the donor club be made in due course. It is also hoped that correspondence shall thus be started between the recipient club and the donor club, exchanging ideas, information, plans, etc. on Rotary matters. 13. REGIONAL CONFERENCE IN ASIA The board of directors of R.I. is considering the possibility of holding a regional conference in the latter part of 1958 for Rotarians in Asia which, for the purposes of this conference, includes Brunei, Burma, Ceylon, China, Hongkong, India, Indonesia, Israel, Japan, Jerusalem, Korea, Lebanon, Macao, Federation of Malay, Marianas Islands, North Borneo, Pakistan, the Philippines, Sarawak, Singapore, Syria, Thailand, Turkey and Vietnam. 14. INTERNATIONAL CONVENTION SITES 1956 June 3-7-Philadelphia, Penn. 1957 June 2-6-Laussane, Switzerland 1958 June 1-2-Dallas, Texas 15. 1956 PACIFIC REGIONAL CONFERENCE This will be held in Sydney, Australia on the dates of November 12 to 15, 1956. The Philippines is included among the countries that will participate in this conference. 16. R.I. DIRECTORS FOR 1957-58 AND 1958-59 Two directors are to be nominated by the R.I. Board in 1956-57 for election at the 1957 convention. The Board has agreed that one shall come from the CENAEM region and one from the Asia region ER -
