To Be Considered at the 1954 Convention of Rotary International. The Secretary of Rotary International has issued a booklet containing the complete text of all proposed legislation which up to the day of its printing had been received by him, to be acted upon at the 1954 Convention. U. S. A., at Seattle, Washington, next June. By publishing and circulating the text of the proposed legislation, the Secretary of Rotary International has fulfilled his duty to mail to the Secretary of each member club a copy of any proposed amendment to the constitution and by-laws of R.I.. not later than 90 days preceding the date of the opening of the Convention. Copies of the booklet have been mailed to each member club, officers and committee men of Rotary International. The booklet offers not only the proposed enactments and resolutions, but gives background information to the proposed amendments. All clubs are urged to give careful consideration to the proposed legislation which has not been evaluated with regard to its advantages or disadvantages. Each club will determine this by itself. For lack of space, the Banta cannot publish the complete text of the enactments and resolutions proposed but a complete list of the same follows. We are publishing though the complete text of the last proposed resolution presented by the Rotary Club of Dumaguete, referring to the administration of the official magazine of Rotary International. If on reading the list of this proposed legislation any of our members would be interested in having the complete text, we will be very pleased to send the same to him. Please write to the Balita for any request you may have on this matter. LIST OF PROPOSED ENACTMENTS 54-1. To modify the R. I. by-laws provisions relating to the administration of the magazine. Proposed by the Board of Directors of Rotary International. 54-2. To provide for a nominating committee for the nomination of R. I. director from Canada. Proposed by the 1953 Conference of R.I District 247, held at Sudbury, Ontario, Canada, September, 1953. 54-3. To amend the provisions relating to attendance of certain past service members and senior active members in connection with attendance contest rules. 54-4 Proposed by the Rotary Club of Fort Worth, Texas, U.S.A. To provide that absence from a regular club meeting may be made up thirteen days preceding or immediately following such absence, or on the day of absence itself, by attendance at regular meeting of any other club. RELATING TO THE ADMINISTRATION OF THE OFFICIAL MAGAZINE OF ROTARY INTERNATIONAL, "THE ROTARIAN." Proposed by the Rotary Club of Dumaguete, Philippines WHEREAS, Rotary International in Convention assembled at Chicago in 1930, created a magazine committee to which was delegated certain responsibilities and authority from the board of directors for the administration of the official magazine of Rotary International, and WHEREAS, the plan and procedure thereby instituted has been amplified and improved by action of Rotary International in convention assembled at St. Louis in 1943, at Chicago in 1944, and at San Francisco in 1947; and WHEREAS, said plan and procedure have been demonstrably successful in making the official magazine an effective medium for advancement of the object of Rotary both among Rotarians and non-Rotarians the world around therefore: BE IT RESOLVED by Rotary International assembled in its forty-fifth convention that hereby reaffirms and endorses the plan and procedure for the administration of its official magazine instituted in 1930 and as now set forth in the by-laws whereby the magazine committee shall in part be composed of Rotarians who shall have had experience in pub-committee is delegated responsibilities and authority for administration of said magazine through a staff which. as provided in Article XVII, Section 3, "shall function under the supervision and control of the magazine committee."
