520 _aRay Higgins, famed blood bank man whose work for the Red Cross has won signal recognition in the Philippines, said at today's Rotary meeting that eye and blood banks as well as artificial limbs will soon be available on a bigger scale in Manila. Mr. Higgins was the guest speaker today. He has just returned from the United States where he visited various clinics in California where blood plasma is being manufactured and where the latest methods about operating eye and bone banks are being undertaken. He added that the manufacture of blood plasma here in the Philippines is expected soon with the approval of necessary appropriation by Congress. He touched briefly on emergency preparations in the United States and expressed the confidence that Fil-American relations will be a great factor in efforts to save democracy against the onslaught of communism in Asia. Former Justice George C. Malcolm, a Rotarian, said "Hasta la vista" in a short talk before his departure from the Philippines.
