Soft-toned and mild-mannered President Vidal A. Tan of the University of the Philippines captured the interest of Rotarians when he charged that fully half of those who go to Philippine colleges and universities have neither the time nor the capacity to profit from college education. This, plus the fact that many of our students are working full-time and studying full-time under conditions that are not ideal make the results of our collegiate instruction of doubtful value to many. He criticized the overcrowded schoolrooms and the system of allowing the students to get a load of 24 hours or more a week instead of the 12 hours in the quarterly system of education. To Rotarians who were good-naturedly smiling at Dalup Dalupan and Aleco Adamson at the head table, he criticized conditions existing in many colleges, namely crowded classrooms, three or four classes after office hours, with no time to go to the library and get acquainted with books; information or instruction given by tired and overloaded professors to tired and overloaded students; the quarter system where knowledge is dished out in such rapid rate as to give students little time to assimilate ideas and information. He ended with a plea urging Rotarians to establish a professorial chair in the state university or maintain a scholarship fund for deserving students. During the question and answer period, "C.S." Gonzales publicly egged on David Sycip with his inquiry as to how much a scholarship would cost. Earlier, President Vince announced that today was dedicated to the Spanish community in celebration of "El Dia de Santiago." Hans Menzi, chairman of the International Committee, gave a brief remark to which Tony Anton in representation of Santi Picornell, the Spanish community and himself responded. The Spanish National Anthem was played on the piano by Professor Julio Esteban Anguita. Fine master Jonby Carlos in keeping with the educational atmosphere started fining Aleco Adamson for his many positions and especially for being acting president of the Adamson University P20.00. To Dalup Dalupan for his 16,000 student population P16.00. For the appointment of Monching del Rosario as executive veep of the Phil-American Life, Long Ortigas of the Filipinas Cia. de Seguros was made to pay a fine of P5.00. The Rotary club also honored Adolfo Garcia for completing 25 years of membership in the Rotary club. Peter Richards of Reuters who was fined P100.00 for the One Hundredth Year anniversary of Reuters was pardoned for his observing Fellowship rules in bringing a guest to every Rotary meeting.
