Guest speaker today is the US-PI War Damage Commissioner, FRANCISCO A. DELGADO. He pointed out that congressional circles in the U.S.A. are amenable to grant additional appropriations for war damage payments, but to obtain these the speaker strongly recommends: 1. That the Philippine government must take immediate steps and if possible President Quirino should go to the U.S.A. and take the matter up directly with President Truman. 2. The Philippine government must limit request for additional appropriations to the commitment of 75%, that is P600,000,000.00 for private claims, P300,000,000.00 for public claims. 3. Concentrate all efforts on this, and defer for the future other matters, such as amendments to Bell Act, etc. 4. The government cannot wait until after the coming elections with all its contingencies. The guest speaker said that the WDC has processed and adjudicated 749,597 claims and paid out P292,591,742.00. About 3000 claims are processed daily and about P1,000,000.00 worth of claims are paid every day. Claims up to P1,000.00 are paid in full while larger claims are paid P1,000.00 plus 30% of the balance. Public claims amounting to P99,368,513.00 have been approved of which P63,415,021.00 had been paid. Of the amount of P114,000,000.00 at the disposal of the commission, P110,000,000.00 has already been paid. This amount will cover only about 1/3 of the total number of claims. The WDC employs at present 856 men of whom 115 are Americans. The WDC is administratively economical spending less than 3% of its appropriation for salaries and overhead expenses. With a complete grasp of facts and figures, Commissioner Delgado gave the Rotarians a clear picture of the entire WDC situation.
