The Rotary club should place more emphasis on its role as instigator, instead of active worker. In addition to carrying out activities itself, the club might help others to program be good neighbors also. Carry on a of citizenship education, Call the attention of others to needs of the community. Show them how to find those needs. Help them to meet those needs themselves -teach all the community to be good neighbors!
