April 15, 1955 Dear Presidents and Secretaries: This letter is being written earlier than usual and will be mailed to you at about the time we shall be holding the District Assembly in Legaspi at which I hope to meet some of you and I trust the President and Secretary-elect of your Club. While your successors are preparing themselves at this assembly to take over the responsibilities of leadership in your Club, I urge that you begin winding up your own responsibilities so that when the time for the turning over comes ours will be the satisfaction of work faithfully done and obligations faithfully met and discharged. THE DISTRICT CONFERENCE: I hope to be able to give to your delegates in Legaspi a final and Official report on the District Conference which we held in Bacolod City last February. May I again remind those of you whose Clubs have not yet sent their contribution to the Conference Fund that the accounts of the Conference cannot be liquidated and closed until all these contributions are in since these were included in the Conference Budget? So please urge your Treasurers to speed up the collection and send the same to my Office at your earliest convenience in order that accounts may be settled. THE DISTRICT ASSEMBLY: Although I have not yet received from all the Clubs the list of the new Officers elected at your annual meetings, I trust that you have already sent to Assembly Chairman Bayan Fontanilla of Legaspi the names of your President and Secretary-elect for inclusion in the Assembly Souvenir Program. Hope that you have impressed upon your incoming Officers the importance of their attending the Assembly and I look forward to a full representation from all the Clubs of the District. Nothing will be as disappointing to RI. as to report that there are some Clubs whose Presidents and Secretaries-elect were not in attendance at the Assembly. If some of your major Committee Chairmen can spare the time to attend the Assembly, I ask that you urge them to do so. Let us hope that this Assembly will not only be well attended but also well-conducted and that it will contribute toward the success of the next Rotary Year. THE DISTRICT FUND: As we near the close of our Year it is necessary for us to render an accounting of our Stewardship for the information and satisfaction of those whose confidence it is our duty to deserve. As I promised you at the start of our Year I am rendering here - under a report on the collection and disposition of the District Fund for the Current Rotary Year. INTER-CITY AND ROTARY INFORMATION MEETINGS: The value of inter-city meetings is fully recognized, whenever feasible. Besides encouraging and improving fellowship they stimulate interest in Ro part of the Golden Anniversary celebration, monthly inter-city meetings are now being held by the Central Luzon Clubs R.I. urges the holding of more of this inter-city meetings before the end of our Rotary Year. I suggest that arrangements be made for the holding of the following meetings: 1. Northern Luzon Clubs: How about planning an inter-city meeting of the Clubs of Laoag, Vigan, Baguio, Bangued and Dagupan to be held in connection with the Charter Program of Bangued on April 30, 1955? We will hold this in Bangued so as to make the Charter Program impressive and also encourage the new Club. 2. Visayan Clubs: How about an inter-city meeting in Cebu sometime in May? 3. Mindanao Clubs: The newly chartered Clubs of Butuan and Ozamis are planning to have their Charter Program sometime in May. How about holding an inter-city meeting in either place during the Charter Program? If the Clubs in Southern Mindanao find it hard to attend this meeting, how about another meeting in either Zamboanga or Cotabato? May I hear from you as to your reaction to these suggested inter-city meetings? President Herb recently sent me a cablegram expressing concern over membership losses in the Clubs of Baguio, Daet, Tarlac and Vigan and suggested the holding of special Rotary Information meetings in these Clubs to which he will send a past R.I. Officer as speaker at R.I. expense. Will the Presidents of these Clubs specially mentioned by the President of R.I. please indicate when they would want to have these meetings so I can communicate the dates to President Herb? DISTRICT DIRECTORY: Governor-Nominee "Danding" Romualdez intends to prepare and publish a District Directory that he hopes to release on or about the first week of July 1955. This Directory is to contain the latest data on the Clubs of the District including the list of Officers for the ensuing year, list of members and their classifications, addresses, birthdays and such other data as will be of interest to the District. You will receive from Governor-Nominee Danding a letter relative to this matter in due time and I urge that you furnish him with all the data he needs in order that this Directory of the District may be prepared, printed and distributed at the start of the next Rotary Year. DISASTERS AND RELIEF: We note with grief and sympathy the occurrence of two recent disasters that affected quite heavily two places which are the seats of two of our newly chartered Rotary Clubs. One of these was the recent devastating fire that swept and destroyed a considerable portion of the town of Bangued, Abra, and of which some of the victims were fellow-Rotarians. The other is the recent earthquake that shook and destroyed certain sections of Northern Mindanao particularly the City of Ozamis where the newly Chartered Club of Ozamis is located. Although Rotary is not a relief organization, we cannot be indifferent to the suffering and distress of our fellow men, particularly fellow-Rotarians and remain true to our ideals of friendship and Service. It will be recalled that it was during the disasters of 1913 in several parts of the United States when Rotary was given the opportunity to engage in rescue, relief and rehabilitation work that the usefulness of the Organization was put to a test and the splendid response of Rotarians in these disasters demonstrated their devotion to the ideal of Service. I therefore urge that you contribute what you and your Clubs can toward relief of those in distress particularly our fellows of the Rotary Clubs of Bangued and Ozamis. I suggest that you either send your contributions to the Rotary Clubs affected or to a Relief Committee of the District which I have just appointed and of which Governor-Nominee Danding Romualdez is Chairman. ATTENDANCE: As you all already know, the Ted Hall Attendance trophy for this year went to the Rotary Club of Iloilo. This simply shows what a Club can do when the officers and members set their hearts on some definite goal. At the start of the Rotary year Iloilo was determined to win the Attendance trophy by beating San Pablo and they now have the satisfaction of having reached their goal. The thing now is for Iloilo to maintain this record and for the other Clubs to emulate her example so that the District attendance average will improve. The following is our attendance record for the month of March, 1955. Let us all try to bring our average up during the last two months of our Year.
