The Rotary Balita no. 793 (March 22, 1956)
Pedro Sanchez, a member of the Manila Rotary club, met his friend Tomas de la Cruz who is not a Rotarian, and the following conversation took place:
Tomas: I understand that you are now a member of Manila Rotary.
Pedro: Yes, I am now a member of Rotary International, and am proud to be one I joined Rotary about two months ago.
Tomas: What kind of a club is the Rotary club? Is it like the Lions and the Jaycees?
Pedro: Yes. It is a civic club. We help the community.
Tomas: How can one join Rotary?
Pedro: To join Rotary one must possess certain qualifications. One of the qualifications that you must be the most outstanding man in your business or profession in the community. and you must be an executive of the company you represent in the club.
Tomas: You mean that if I am the outstanding man in Rice Growing I may become a member of Rotary?
Pedro: Yes. The club only selects one man from each business and profession in the community.
Tomas: Rotary must be an exclusive club.
Pedro: Yes, the Rotary club is an exclusive club.
Tomas: How does one apply for membership in Rotary?
Pedro: You apply for membership through one of the members under the classification of your
business or profession.
Tomas: You know, Pedro, that I am the mayor of my town. I have also some rice lands and some fish ponds in Malabon. Most of my income is derived from the fish ponds although I spend more time in the supervision of rice lands than I do in my fish ponds. At present however, because I am the mayor, I spend much of my time to my duties as mayor. Supposing I was to apply for membership in Rotary, could I apply under the classification of mayor?
Pedro: Yes, you would be classified as mayor.
Tomas: Supposing there should be mayor already in the club, could I be classified under any of my businesses?
Pedro: Yes, you would be classified under fish ponds because most of your income is derived from that business.
Tomas: What about my residence? I have a house in Malabon where I reside most of the time because of my being the mayor, but I also have a house in Manila where my family resides because my children are studying in Manila.
Pedro: You must reside in Manila because your residence is one of the qualifications for membership. It must be located within the territorial limits of the club.
Tomas: Are all the members classified under their businesses and professions?
Pedro: No. You see, there are six kinds of membership known as, "Active", "Honorary", "Past Service", "Additional Active", "Senior Active" and "Elected Senior Active". If you should be made a member, you would be known as an "Active" member.
Tomas: What is this "Additional Active" member? Pedro: An "Additional Active" member is one who
has been proposed by you and who is connected with your firm or corporation and has the same
classification as you.
Tomas: Does he have to be an executive in my firm?
Pedro: Not necessarily, as long as he works in your firm.
Tomas: You mean that my son who works with me can be a member too?
Pedro: Yes. He would be a member and enjoy the same privileges as you would.
Tomas: Supposing I ceased to be a member, would my son continue to be a member?
Pedro: Yes. The moment you cease to be a member, your son would automatically take your place as the active member.
Tomas: Do you know Angel Santos?
Pedro: Yes. Angel has been a member for many years, and he is classified as a senior active member. Tomas: Angel told me that Rotary is very strict concerning attendance. Is this true?
Pedro: Yes. If you do not attend the weekly meetings, you will lose your membership in the club.
Tomas: Tell me about the attendance rule.
Pedro: Supposing there should be four meetings during this month, you are expected to attend the meetings, and should you fail to attend any of the meetings, you are expected to attend the meetings of another club in order to make up for the meeting or meetings of your club which you failed to attend.
Tomas: You mean that should I attend four meetings in that particular month, irrespective of where I attend that I would be considered having complied with the attendance rule!
Pedro: Yes. If you fail to attend four consecutive meetings, the board of directors drops you from membership in the club.
Tomas: Supposing I was to be dropped because of failure to comply with the attendance rule and I should request the club to reconsider my case and should the club readmit me, would I have to apply again for membership?
Pedro: No. Because you were a former member, you would not have to apply again for membership. You will simply be put back on the roster of the club, that is, if your classification is still open.
Tomas: You stated that Angel was a senior active member. What is a senior active member?
Pedro: A senior active member is a member who has reached the age of 65 years and has been a member for 15 consecutive years.
Tomas: What special privileges does he enjoy?
Pedro: As soon as one becomes a senior active member, one is excused from attending the
weekly meetings of the club.
Tomas: What is a Past Service member?
Pedro: A Past Service member is one who has retired from the business or profession under which he was classified.
Tomas: Why does Rotary emphasize attendance at the weekly meetings?
Pedro: By attending the weekly meetings we get to know each other better and encourage better fellowship amongst the members, and we get a chance of learning about the businesses and professions of other members, we discuss our business problems and try to help each other.
Tomas: That is good. You know that I use great deal of fertilizer in my rice lands. Supposing I should need some fertilizer, could I approach the member dealing in fertilizers and ask him to give me a special price?
Pedro: Yes. That is why we are Rotarians, to help each other. We are supposed to help each other in many ways which we would not do if we were not members of Rotary. For example, I am a dealer of agricultural implements. As Rotarians, should you want to buy any machinery I would give you a special price which I would not give any other rice grower who was not a Rotarian, and you would sell me rice cheaper than you would sell to one who is not a Rotarian. That is the advantage of being a member of Rotary.
Tomas: I like Rotary, it is different from any other organization, and I certainly would like to become a member.
Pedro: Well, if you like I will file your application for Angel to speak to you and I will ask the classification Committee and to some members of the board to use his influence and have your application approved.
Tomas: Thanks, Pedro I certainly would appreciate it.
HOW MANY WRONG STATEMENT DID PEDRO MAKE?

ANSWER TO "WHAT WRONG STATEMENTS WERE MADE BY PEDRO?"
1. Pedro stated that he was now a member of Rotary International. A Rotarian is not a member of Rotary International. He is a member of his Rotary club, and the club in turn is the member of Rotary International

One doe not have to be the most outstanding man in his business or profession in order to qualify for membership in a Rotary club.
5. Pedro stated that a Rotary club is an exclusive club which is partly true, but he failed to state that Rotary is only exclusive in the sense that its membership is composed of only one man from each business and profession in the community, but it is also inclusive in that the club tries to get as members all the business and professions in the community so that its membership will represent a cross-section of the business, professional and institutional life in the community. By failing to explain this, he gave Tomas the impression that a Rotary club is an exclusive club.
6. Pedro stated that one applies for membership through one of the members. One does not apply for membership. Membership in a Rotary club is by invitation. The individual is proposed for membership by a member.
7. Pedro stated that should Tomas apply for membership, he would be classified as Mayor. Individuals occupying elective positions for specified time are not eligible for membership in a Rotary club. Tomas therefore could not be proposed and elected to membership under the classification of "Mayor."
8. A member in a Rotary club is not classified under the position held, but under the service the business or profession is rendering to the community. In other words, the President of a bank is not classified as "President", but as "Finance Banking."
9. Pedro stated that should Tomas not be able to become a member under the classification of "Mayor", he would be classified under "Fish-Ponds" because most of his income is derived from the fish ponds. The amount of income an individual receives from his business is not a qualification for membership. One must be dedicating at least 60% of his time to the business or profession under which he is classified. and must be earning his living from said business or profession.
10. Pedro stated that Tomas would have to reside within the territorial limits of the club because this is one of the qualifications for membership. An individual does not necessarily have to re-side within such territory. His business must be located within said territory in order to qualify for membership.
11. Pedro stated that there are six (6) kinds of membership in a Rotary club. There are only four kinds of membership: "Active", "Past Service," "Honorary" and "Senior Active."
"Additional Active" is not a distinct class of membership. It is considered to be the same as "Active" membership.
"Elected Senior Active" membership is not a distinct class of membership. It is the same as "Senior Active" membership.
12. Pedro stated that an "Additional Active" member need not necessarily have to be an executive in the firm. The "Additional Active" member must have the same qualifications as the Active member. He must be holding an important position in an executive capacity with discretionary authority.
13. Pedro stated that should Tomas lose his membership in the club, that his son would automatically take his place as the active member. When an active member loses his membership in the club, the additional active member automatically loses his membership too.
Tomas' son would have to be proposed and elected to membership again before he could take his father's place as an Active member.
14. Pedro stated that Angel was classified as a Senior Active member. Senior Active membership is one kind of membership and not a classification. A Senior Active member is considered to have no classification although he may be actively engaged in business.
It is therefore wrong to state that a member is classified as a Senior Active member. A member is said to hold a senior active membership.
15. In explaining the attendance rule, Pedro failed to explain that a make-up had to be made within the 6 days period provided for in said rule. By not explaining this important condition, he gave Tomas the impression that make-ups could be made at any time irrespective of the 6 days period.
16. Pedro stated that should Tomas fail to attend four consecutive meetings he would lose his membership in the club. This is not true. Failure to attend 4 consecutive meetings without being excused would result in loss of membership.
17. Pedro stated that should Tomas lose his membership in the club he would not have to be proposed again should the board reconsider his loss of membership. Following strictly the constitution and by-laws, Tomas would have to be proposed again and elected to membership because by his failure to comply with the attendance rules, he automatically lost his membership.
18. In describing a senior active member, Pedro stated that a senior active member was a member who had reached the age of 65 years and had been a member for 15 consecutive year The qualifications of a senior active member is as follows:
Any member who fulfills one of the following three qualifications may, at his option become a "senior active" member:
1. Has been an active member of one t more Rotary clubs for a total of 15 years or more;
2. Who is sixty-five (65) years or more and who has been an active member of one or more Rotary clubs for a total of five (5) years or more;
3. Who is a present or a past officer of Rotary International.
The fifteen (15) years do not have to be consecutive.
19. In explaining the privileges enjoyed by a senior active member, Pedro stated that as soon as an active member became a senior active member he was excused from complying with the attendance requirements.
Only a senior active member who has reached the age of 65 years and has held a total of twenty (20) years or more of membership may be excused by the board of directors of the club from complying with the attendance requirements.
20. In explaining what a Past Service member is, Pedro stated that a Past Service member is one who has retired from the business under which he was classified. Retirement from business or professional activities refers to "retirement from all business or professional activities and not only retirement from the business under which the member has been classified."
21. Pedro stated that a Rotarian helps another Rotarian in many ways which he would not do if they were not Rotarians, and gives the example that a Rotarian would give another member special prices just because they were Rotarians. This is not true. A Rotarian should not expect and far less should ask for more consideration or advantages from fellow-Rotarians than the latter would give to any other businessman with whom he has business relations. By his explanation of the privileges enjoyed by a member, Pedro gave a wrong impression of Rotary. Any abuse of friendship for profit is foreign to the spirit of Rotary. Free competition is a blessing that Rotarians are designed to foster.
22. In answer to Tomas' desire to become a member, Pedro told him that he would file the application for him. A member desiring to propose a certain individual for membership in the club should not inform him that he is being proposed to avoid embarrassments should the proposal be rejected.
23. Pedro stated that he would ask Angel to use his influence with the members of the committees and the board and have the application approved. Once the application form has been submitted, no member should use his influence [omitted] application card approved.
