The Rotary Balita no. 671 (May 17, 1951)

A policy that would provide for better enforcement of tenancy laws and improve rural credit facilities in addition to a determined redistribution of landed estates was advocated by Rotarian "CS" Gonzales to solve adequately the agrarian problem. "CS" was speaker at the weekly luncheon meeting. One major defect in government efforts to meet agrarian problems was the attempt to extend credit to small farmers and given mostly in Manila "or entrusted to municipal employee without sufficient training." He urged the conversion of rural money lenders into rural bankers. "We believe that rural banking facilities should be operated at the grassroots level by capitalists knowing the values and local credit reputation. Manila intervention should be largely in the rediscounting of the loans made by rural banks, "CS" pointed out. Touching highlight of today's meeting was the giving of testimonial gifts by members of Rotary to the widows of Filipino officers and men killed in the Korean war. Among the widows present were Mrs. Trinidad Guevara, Mrs. Leticia Celis and Mrs. Aurora Yap.
