Summary, etc. | Brief and succinct but nonetheless interesting were the speeches of Commissioner Alfredo Montelibano of the Import Control Board and Acting Governor of the Central Bank, Leonides Virata. Montelibano, speaking on the subject on the "New Import Control Law, Rules and Regulations," said that the Import and Exchange Controls had to be instituted to prevent further drain of the dollar. In the early days of liberation the dollar reserve had been exhausted. It was deemed urgent that the dollars available being limited be apportioned in order that more capital goods be acquired and that the country plunge into immediate promotion of local industries. The Import Control limited gradually and painlessly the importation of supplies from abroad and at the same time encouraged the local industries to produce goods and other materials that the country needs. To achieve t his end, he said that the importation of raw materials was encouraged for use of our local industries. The total elimination of middlemen in the economic setup of the country and the need on the part of the Filipino importers to re-direct their present activities by dedicating entirely their assets to local production was stressed by Montelibano. He pointed that the setbacks suffered in the past Philippine economy were brought about largely by these business elements. According to the Commissioner, the importers can greatly help the government in eliminating the middlemen from Philippine business structure. This can be achieved through the concentration of their capital towards the propulsion of local production of goods that until now are being imported from abroad. Virata in his speech, explained the factors that have to be considered by the monetary board in its policy for the allocation of import dollars. He stated that the actual receipts of foreign exchange from the different sources are always taken into account for the purpose of determining how much should be available periodically by the Central Bank for imports needed. It has been the principle of the Central Bank that expenditures of foreign exchange must not exceed the foreign exchange receipts. Other factors such as the inflationary trends of the Philippine currency and the availability of merchandise needed from abroad are also being considered in the allocation of exchange. Inducted today was Baby Rotarian Washington Sycip with Willie Dy Buncio as his "ninong." The new Rotarian was baptized "Wash." Jonby Carlos, today's Finemaster, started the ball rolling when he fined President Vince P2.00 for not introducing Secretary Pio Pedrosa as a senatorial candidate. He also took the task of fining Willie Dy Buncio for being too forgetful during the induction of Wash Sycip. Juanito Cojuangco of the Philippine Bank of Commerce for the purchase of a new building. for the bank amounting to One Million Pesos, was fined P100.00. Danding Romualdez, as a fellow banker, was also fined P5.00. Juanito Nakpil for being the architect of the Philippine Trust Building and. the RFC was fined P10.00. Joe Orosa for blabbing too much against the import control right upon his arrival from abroad was. fined P5.00. Hans Menzi, Joe Barredo and Natoy Halili for their election into the new directorate of the Philippine Chamber of Commerce were each fined P10.00, with an additional P2.00 against Joe for answering back. Tiving Lovina and Gil Puyat as prospective senators were each fined P5.00. Jonby then fined Charlie Palanca P5.00 for being the proud father of a baby boy after having four girls in a row, but the fine was transferred to Tito Manahan for being the obstetrician. Charlie gave away several boxes of Coronas. President Vince as usual had the last say in the fining when he taxed Jonby P5.00 for practicing the "Compadre System" in the Club, when he fined his Compadre, Danding Romualdez a very insignificant sum. |
