Summary, etc. Who prepares the constitution and by-laws of a new club? Rotary International prescribes a standard constitution which must be adopted by the club without alteration. The board of directors of R.I. recommends by-laws for adoption by the clubs. These, however, may be amended by the club as long as the amendment is not in conflict with the constitution and by laws of R.I. or with the club constitution. How may the club constitution and by-laws be amended? The constitution only by a majority vote of the delegates at an international convention. The by-laws may be amended by two-thirds vote of the club at a regular meeting, provided, that the amendment is in harmony with the constitution and by-laws of R.L. and with the club constitution. What is the Aims and Objects Plan? It is a simplified committee plan by means of which a Rotary club may so organize itself as to coordinate its various activities so that they all may be directed toward the single purpose of achieving the program of Rotary. Can one Rotary club call upon another for contributions or subscriptions? Action taken at the Dallas convention provides that no member club shall solicit financial aid from any other Rotary club or from individual Rotarians unless and until it first secures an authorization from the board of directors of Rotary International. What is the attitude of Rotary on politics? The general welfare of the community is of concern to the members of each club and the merits of any public question involving such welfare may be fairly and intelligently studied and discussed before a club meeting for the enlightenment of its members in forming their individual opinion. However, the club should not express an opinion on a pending controversial public measure; nor should it endorse or recommend any candidate for public office, nor discuss at any club meeting the merits or demerits of any such candidate. May Rotary clubs, as such, join other or ganizations or associations? No. A Rotary club as a unit of R.I. cannot become a unit of any other organization. How may a club lose its membership in Rotary International? The following five ways: 1. Failure, without good and sufficient reason, to fulfill its duty to be represented at the annual conventions of R.I. 2. Being over ninety days in arrears in dues to Rotary International. 3. Through certain disciplinary measures. 4. By resignation. 5. By failing to function. Who was the founder of Rotary? The late Paul P. Harris, of Chicago, Illinois. When and where was the first Rotary club meeting held? February 23rd, 1905, in Chicago. What club bears "No. 1" on its charter? The Rotary Club of Chicago, Illinois, U. S. A. Why was the name "Rotary" adopted? In the beginning of the organization the meetings were held in rotation at the offices of the members. Where was the second club organized? In San Francisco, California, U. S. A. When was the national organization formed? In 1910 in Chicago, at a convention of the 16 clubs then in existence. Sixty delegates were present. Where was the first club organized out. side the United States? In Winnipeg, Manitoba, Canada. Where was the first club organized in Europe? In Dublin, Ireland. When was the international organization formed? At the third annual convention held at Duluth, Minnesota. in 1912, then called the International Association of Rotary Clubs, The name was changed to Rotary International at the convention in Los Angeles in 1922. What is Rotary International, and what are its purposes? It is all the Rotary clubs of the world banded together to preserve unity of purpose and action. These purposes are: (a) To encourage, promote, extend and supervise Rotary throughout the world. (b) To coordinate and generally direct the activities of Rotary International. What is the governing administrative body of Rotary International? A board of directors consisting of fourteen duly elected Rotarians. How are the officers of Rotary International elected? The president and the treasurer and the district governors are elected at the annual international convention. The vice-presidents are elected by the board of directors from among its own members. The secretary is elected by the board of directors at a meeting of the board held within 60 days after its election.
