Summary, etc. Are "Stability and Well Being" Attained? A no. vel feature of the United Nations is the stress upon cooperation in the economic and social fields. (Articles 55 and 56). By far the greater part of U.N. work and funds has been in these fields, though major projects like the Marshall Plan have not used the U.N. machinery. The veto which has hampered political decisions does not operate in the economic and social sphere and the road seems open for nations to remove the causes of war to create the conditions of peace. As if these conditions were actually attained, some saw a trend to dismantle the machinery for economic and social cooperation. The Council will meet only once in 1952, on 13 May in New York. The existence of some commissions dealing with particular phases of cooperation is threatened. Others have been reduced to meeting once every year. The purpose is to streamline the organization. Why, it is argued, waste the time of experts whose advise is seldom taken or prepare recommendations which nations honor more in the breach than in the observance?
