| Summary, etc. | Rotary itself should not be regarded as a charitable institution, or a bank with unlimited capital upon which all and sundry may draw on demand. It is a movement which helps through the organizing powers which are a peculiar property of its one-man, one-classification basis, rather than by dipping its hand into its own treasury or the pockets of its members every time a "cause" calls for help. Rotary is a public servant, not a paymaster. As a movement it can not be expected to carry the community's charitable obligations on its shoulders. Even if it were able to carry the burden, it would not be good for the community if it did not get in touch personally with its own problems and recognize its own moral obligations. Rotary's function is to bring these problems under public notice, if necessary, and so far as it is in its power, help the community to repair the wrong. -From an address by the editor of ROTARY OUTLOOK, State College, Pa., U.S.A. |
