Summary, etc. For years the cosmopolitan population of the City of Legaspi has been justly famous for its hospitality, its genuine friendliness and its ability to work and live in perfect harmony without the least trace of racial or religious friction in the every day contact of the various population elements. In fact helpful cooperation, without regard to race, reed or politics, seems to be the dominant trait of the people of this City, a characteristic which a newly arrived stranger immediately notes with pleasure and eventually adopts as a norm of every day conduct. In a community where friendliness and helpful- sess are virtues in high esteem Rotary is needed enly to be planted to flourish. Rotary had its first proof of this friendly spirit when Gov. Emy Javier accompanied by Pres. Mendoza and seven other members of the Rotary Club of Naga came into town unannounced on June 3, 1950, at a little past eleven in the morning, ostensibly to make a survey en the possibility of establishing a club in Legaspi. As soon as their presence and purpose became known, a group of about fifteen residents, headed by Jack Los Baños, invited them to a luncheon where the object of their visit was explained. The luncheon which was devoted to exploratory talks was followed that evening by a dinner at the terrace of the International Chamber of Commerce to which were invited thirty prominent residents of the City and the various towns of Albay. Because of the persuasiveness of Gov. Emy Javier, the sincere friendliness of Pres. Peping Mendoza and the readiness of those present to embrace the principles of Rotary, it was decided at the dinner to establish the Rotary Club of Legaspi, and im- mediately elected the Club's temporary officers and set the meetings at 12:15 on Thursdays at the halls of the International Chamber of Commerce. The temporary officers elected on the organiza- tion meeting on June 3 were all subsequently re- elected on July 17 to serve as such for the Rotary year 1950-1951. They were: President-Eng. Joaquin S. Los Baños. First Vice-President-Mr. John Semenchuh Second Vice-President-Gov. Manuel Calleja Secretary-Eng. Vicente 0. Navarro Treasurer-Mr. Frank Alfomante Sgt.-at-arms-Mr. Eduardo Java Directors: Rev. Kenneth MacDonald Ex-Gov. Saturnino Benito Dr. Bayani Fontanilla Mr. Abraham Najar Mr. Honesto Rodriguez The Charter (No. 7563) of the Club was ap- proved by Rotary International on June 22, 1950, less than three weeks after its organization. Of the thirty present at the dinner on June 3, twenty eight were approved as charter members. The Charter presentation was held on September 1 and the occasion was marked by a luncheon at the provincial capitol where the American Ambassador to the Philippines, Mr. Myron Cowen, was the guest speaker, and a dance that night at the same place. Rotarians from Manila, Baguio, Dagupan, Malolos, Lucena, San Pablo, Batangas, Daet and the sponsor Club Naga made the day memorable by their fine example of Rotary fellowship. From its inception the Rotary Club of Legaspi has tried to follow diligently the letter and the spirit of the Object of Rotary and the members have assiduously tried to make the principles of Rotary part of their lives at home and abroad. The community response is best gauged by the fact that the Club has been consistently asked for help and cooperation for every community activity and the members have been individually or in groups been asked to take part in almost all kinds of communal work. The first project undertaken by the Club was the sending of a crippled child whose legs were atrophied due to infantile paralysis for treatment in Manila by Rotarian Rodolfo Gonzalez. The child underwent an operation and subsequently was able to use his legs. During the Christmas week of 1950, the Club distributed toys and food to about one thousand indi- gent children of the City, raised funds for the members of the City Police and distributed clothing to the inmates of the Leper Colony. The next Christmas the Club sponsored a lan- tern contest which drew more than seven hundred entries. Substantial cash prizes were given. Again funds amounting to a little over P1,500.00 was raised for the police department. The seemingly undue attention given the police by the Club was due to the low salaries members of the force received and because at the time they were busy fighting the dissidents in the nearby hills. After the destructive typhoon of October 1952, the Club received cash donations from the Manila and Iloilo Clubs which, added to our own funds, were used to purchase clothing for about one thou- sand four hundred school children. Last December the Club distributed again food and clothing to indigent children and donated a work animal to the leprosarium in Sipocot. The latest progress of the Club is the collection of books for the City's Public Library which has remained closed for over a year due to lack of reading material. In a previous paragraph mention was made that the Club started with 28 charter members. Of that original group nine had been separated at different times for one reason or another, but our Club register shows the curious fact that at no time was membership less than twenty-eight nor more than thirty, which is our present number. The progress of the Rotary Club of Legaspi through the years from July 1950 to June 30, 1953 was due to the able and energetic president who because the club cannot find anyone to take his honored position was reelected twice.
