Summary, etc. | The indomitable spirit of the Filipino people have wrought a "miracle of rehabilitation" in the Philippines, Secretary of Foreign Affairs Carlos P. Romulo declared in his after-luncheon talk before Rotary today. Dealing on the achievements of the country, the government and the people, Rotarian "Rommy" delivered a speech that was a sneak preview of Philippine Achievement Week to be celebrated on a nationwide scale July 4 to 10. "Rommy" said that Juan de la Cruz - the common tao - has shown vitality, courage and the resiliency that withstood three years of war suffering and rode over the most critical period of postwar rehabilitation. "Today, objectively and without passion, let us pay tribute to the government and our leaders *** who only a year ago were pictured as hopelessly incompetent and corrupt, but who with courage and statesmanship are surmounting all obstacles and have given. our country has both vision and leadership in its darkest hour," said "Rommy", adding that tribute must also be paid to private initiative and enterprise which have also contributed largely to success by supporting the government in constructive endeavors. "Rommy" was awarded the Diploma of Merit by Manila Rotary. The citation was read by "Hans" Menzi who paid glowing tribute to Carlos P. Romulo as a statesman. In return, "Rommy" presented to the Club an American flag which had been turned over to him by the Erie Rotary Club of Pennsylvania in 1942 as a token of pledge to the Manila Rotary Club that "America will not let the Philippines down.
