In: Rotary Club of Manila. The Rotary Balita No. 600 to 623Summary: IT HAS BEEN ASKED: Can the Club commit its members to any.donation or action by resolution or motion? No. No resolution or motion to commit this Club on any matter shall be considered by the Club until it has been considered by the Board of Directors. Such resolutions or motions, if offered at a club meeting, shall be referred without discussion to the Board which, after having given con- sideration to the matter, shall submit its re- commendations to the club. Having receiv- ed the recommendations of the Board, the Club may then proceed to take such action as may seem proper to the majority. IT HAS BEEN ASKED: How should appeals for charitable subscriptions made to Club members, as Rotarians, be handled? Any appeal to the Club or to its members as Rotarians, for charitable or other sub- scriptions shall be referred to the Board of Directors, without other action, to be dealt with in accordance with the By-Laws of the Club. IT HAS BEEN ASKED: Can the By-Laws of this Club be changed by resolution at any regular meeting with- out previous notice to the members? No. These By-Laws may be amended at any regular meeting, a quorum being pre- sent, by a majority vote of the members present provided that a notice of such pro- posed amendment shall have been mailed to each member at least ten days before such meeting. IT HAS BEEN ASKED: Are the members of the Club given a free hand to change the By-Laws of the Club to meet special conditions, actual or imagined, which may face the Club? No. No amendment or additions to these By-Laws can be made which is not in harmony with the Club Constitution and with the Constitution and By-Laws of Rotary International. IT HAS BEEN ASKED: If I am traveling to the District Con- ference on the day of my regular meeting day, do I break my attendance record? No. Any member absent from a regular meeting of his Club while enroute to, in attendance at, or returning from a Rotary Convention, Regional or District Conference, District Assembly, or intercity meeting may be credited with attendance. (ROTARIAN, November 1948) IT HAS BEEN ASKED: If the District Governor should miss a meeting due to the requirements of his office, does it affect his as well as his Club's attendance record? No. Any member who is serving as a general officer, a District Governor, or a Committee man of Rotary International, or as a special representative of the District Governor, absent from a regular meeting of his Club on Rotary business, may be credited with attendance. (ROTARIAN, November 1948) IT HAS BEEN ASKED: How much time is a member given for the payment of his dues? Any member failing to pay his dues with. in thirty days after the prescribed time shall be notified in writing by the secretary and, if not paid within ten days of said notice, his membership shall automatically terminate. IT HAS BEEN ASKED: Is attendance at all meetings compulsory? No. However, any member who is ab- sent from four consecutive regular weekly meetings of a Rotary Club, unless he is excused by the board of directors, shall automatically lose his membership. There is a sixty per cent attendance requirement also. IT HAS BEEN ASKED: Can I resign my membership? Certainly, but very few do.
