In this manner there will be ample time for them to reach me before the 10th day of the following month. The reports for February have shown definite improvement and I hope efforts will be exerted by all clubs to keep improving this record. San Pablo again leads all the clubs in the district with an average of 97.99%. Dumaguete is second with 92.88%. Note that San Pablo has improved on her own record, 96.52 for January to 97.99 for February. Congratulations, San Pablo! JOAQUIN SERRATOSA CIBILS NEW R. I. PRESIDENT-NOMINEE The choice of the Nominating Committee for Rotary International President is Mr. Joaquin Serratosa Cibils of the Rotary Club of Montevideo, Uruguay. Mr. Cibils is the only candidate and will therefore be the next president of Rotary International, July 1st, 1953. SETTLE ACCOUNTS WITH ROTARY INTERNATIONAL We are nearing the end of the Rotary year and it is important that all clubs see to it that their obligations with R. I. are settled. Please look over. your records and determine whether all per capita remittances have been made. Ascertain also whether subscriptions are paid. Please make remittances immediately as failure to do so might result in unfavorable action being taken by R. I. Withdrawal of your charter would be a serious indictment against the President and the members of the Board of Directors of any club which would be neglectful of its duties and responsibilities. DISTRICT FUND Few clubs of District 48 are aware of their responsibilities as members of District 48. So far only Batangas, Bacolod and Manila clubs have sent in remittances corresponding to contributions to the District Fund. Club Presidents and Secretaries, as well as members of the Board of Directors, should see to it that the clubs' responsibilities with the district are complied with. Please do not neglect this phase of the club responsibility to the district. Make your remittance immediately and avoid last minute payment of club dues and obligations. POLITICS IN ROTARY With the coming national elections, politics is in the air again. It is a healthy sign that we Rotarians take interest in politics but we should not bring our enthusiasm in partisan politics to Rotary. So far, we have successfully evaded partisan politics from getting into Rotary. Let us endeavor to continue this policy of keeping partisan politics out of Rotary in our Rotary meetings. Let us exert all efforts to prevent clever and scheming politicians and individuals from using our Rotary clubs as the medium for promoting their partisan ideas or political programs. We can do this effectively by refusing to have our programs tinted in any way by partisan politics. The reputation of the Rotary clubs in this district has so far, been well guarded against such scheming individuals. We must keep up this firm stand. PRESIDENT PETERSON PASSES AWAY I have the sad task of informing you of the passing away of Joseph S. Peterson of the Rotary Club of Baguio who died shortly upon arrival in the United States. "Joe" had flown to the United States for medical treatment for an ailment from which he was suffering for some time in the past but medical science was of no avail. My sincerest sympathy is extended to the Peterson family and the Rotary Club of Baguio. CAVITE MEETINGS ON SUNDAYS Please note that the Rotary Club of Cavite holds its meetings on Sunday from 12:00 to 1:30 p.m., at the Chefoo Restaurant. Cavite has been trying hard to decide a most convenient date and hour of meeting. For a while, meetings were held on Saturdays from 12:30 to 2:00 p.m. Then they were switched to Sunday afternoons from 3:00 to 4:30 p.m. and now they have finally settled on Sundays at noon. Rotarians who may wish to make up absences in Cavite, please note the new Cavite meeting hour. ENACTMENTS AND RESOLUTIONS (1953) Fourteen proposed enactments and resolutions are to be considered at the 1953 convention of Rotary International in Paris, France. Following is the list of such proposed enactments and resolutions: LIST OF PROPOPSED ENACTMENTS 53-1. To amend attendance credit provisions. Proposed by the 1952 Conference of R. I. District 54, held at Hyderabad-Deccan, India, December, 1952, 53-2. Relating to the establishment of "Rotary Branches." Proposed by the Rotary Club of Dharwar, India. 53-3. To provide for membership in a Rotary Club, the territorial limits of which include member's place of residence. Proposed by the 1952 Conference of R. I. District 268 held at Harrisburg, Pennsylvania, U. S. A., December 1952. 53-5. Relating to nomination of district governor. Proposed by the Rotary Club of Dharwar, India. 53-6. Relating to the Object of Rotary. Proposed by the Rotary Club of Dharwar, India. 53-7. Relating to more than one Rotary club in a city. Proposed by the Rotary Club of Dharwar,India. 53-8. To provide that an unopposed candidate for director in the United States or in Canada shall automatically become the director nominee. Proposed by the Board of Directors of Rotary International. 53-9. To provide for the use of the single transferable vote in the election of officers at the convention. Proposed by the Board of Directors of Rotary International. 53-10. To amend the provisions relating to the qualifications for active membership in a Rotary club. Proposed by the Board of Directors of Rotary International. 53-11. To amend the provisions relating to exempting a club from holding weekly meetings. Proposed by the Board of Directors of Rotary International. LIST OF PROPOSED RESOLUTIONS 53-12. To provide for expenditures from the corpus of the Rotary Foundation. Proposed by the Board of Directors of Rotary International. 53-13. Relating to attendance of past service. and senior active members. Proposed by the Rotary Club of London, England. 53-14. To indicate the approval of the convention of R. I. to amendments to the constitution of Rotary International in Great Britain and Ireland. Proposed by the Annual Conference of Rotary International in Great Britain and Ireland. A test of friendship If a friend of mine... gave a feast, and did not invite me to go to it, I should not mind a bit.
