ROTARY FOUNDATION FELLOWSHIP DISTRICT SELECTING COMMITTEE The board of R.I. requires that effective with the 1953-54 academic year, the selection of Rotary Foundation Fellows for advanced study be made the responsibility of a selecting committee within each district, subject to final review by the Rotary Foundation Fellowship and Interaational Student Exchange Committee, acting for the board of R.I. For District 48, the Selecting Committee chosen is as follows: 1. Dr. Ramon Ponce de Leon, Chairman (Past District Governor) Rotary Club of Dumaguete 2. Dr. Leoncio B. Monzon Rotary Club of Manila 3. Dr. Jose V. Libunao Rotary Club of Ozamis City 4. Dr. Alexander Gordon 4 Rotary Club of Bacolod 5. Dr. Ernesto L. M. Abellera Rotary Club of Baguio All clubs are urged to start immediately to find a qualified candidate and to contact the chairman of the District Selecting Committee for further details. Deadline for completed application papers is 1 December 1955. 2. WHAT IS A 100% CLUB IN ROTARY FOUNDATION? A Rotary club becomes a 100% contributor to the Rotary Foundation when its total contributions equal its membership (as indicated in the latest edition of the Official Directory) multiplied by $10.00 This amount may be paid in pesos to the Fiscal Agent of the district. Once a club has reached this status it is always considered as a 100% club, regardless of subsequent changes in membership and irrespective of the amount of later contributions. According to the records of Rotary International, the following clubs in District 48 are 100% Clubs in Rotary Foundation: Baguio Batangas Cabanatuan Manila Naga Cebu San Fernando, P.. San Pablo Cotabato Daet Tacloban Tarlac Davao Iloilo Lucena Malolos Vigan Zamboanga All presidents of clubs not in the foregoing list are urged to make of their clubs 100% clubs in Rotary Foundation, 3. PROVISIONAL ROTARY CLUB OF IRIGA Through the efforts and leadership of Dr. Bayan Fontanilla, governor's representative in the Bicol area, the provisional Rotary Club of Iriga has been organized. Its initial meeting was held on July 22nd. Great enthusiasm has marked its organization and its formal charter application is being completed. This will be the first club extension during the current Rotary year. The Rotary Club of Naga is the sponsor club. 4. DISTRICT CONFERENCE-BAGUIO! A proposal to hold the district Conference to coincide with the visit to the Philippines of A. Z. Baker, R.I. President, is being explored by the Conference Committee. This is wholly tentative and will depend on the definite dates of stay in the Philippines of President Baker and the suitability of such dates to the majority of the clubs in the District. This will be duly communicated to all the clubs. Meanwhile, preparations are under way irrespective whether the conference dates will be as originally scheduled or a change as above indicated will be finally adopted. In any event, the site of the Conference is Baguio! 5. DISTRICT ASSEMBLY-ZAMBOANGA! The district assembly is the school of instruction for the presidents-elect and secretaries-elect of all the clubs within the district for the purpose of conference and receiving information as to the club activities for their year. This is a must for presidents-elect and secretaries-select. The RI. board also suggests that participants in the district assembly shall include the incoming chairmen of the community service, vocational service, and international service, the director responsible for club service, the district governor-nominee and past R.I.. officers in the district. Zamboanga is the host club of our District Assembly and tentative dates set for same is the period from April 13 to 15, 1956. 6. ATTENDANCE REPORTS Each club is required to make a monthly report to the district governor of the membership-attendance at its meetings, immediately following the last meeting of each month. (Art. XVI, Sec. 1, By-Laws of R.I.). A summary of these reports is prepared by the district governor and sent to the Secretariat in Evanston. The reports from clubs must be in the district governor's office by midnight of the 10th of the month. The report from the governor must reach the secretariat in Evanston by midnight of the 17th of the month. Club secretaries are again urged to airmail their attendance reports immediately after the last meeting of every month. 7. DISTRICT FUNDS There are two distinct funds collected by and under the administration of the district governor. These are: a) District Fund payable by the club once a year at P5.00 per member; b) District Conference Fund - payable by the club also once a year and also at P5.00 per member. The District Fund is used to assist in shouldering the necessary expenses of district administration, defray cost (wholly or partially) of district projects and activities, and such other disbursements as may be authorized in a budget prepared and approved by the District Fund Committee, ratified by the District Assembly. The District Conference Fund is for the purpose of meeting expenses incurred in holding the District Conference and the District Assembly (as resolved and approved at Bacolod, February, 1955), and to assist in the expenditures of the host clubs in such Rotary events. The district governor is the custodian of the funds during his term of office and he submits an audited accounting to his successor, sending a copy thereof to the secretary of R.I. (Bd. 29-30; 41-42, M.P., p. 67). 8. COUNCIL ON LEGISLATION - 1956 CONVENTION The constitution of Rotary International provides for the council on legislation to meet in each even-numbered year at or about the time and place of the international convention. Thus, there will be a meeting of the council on legislation at the 1956 (Philadelphia) convention. The council is composed of members, as follows: One representative of the clubs of each duly constituted district of Rotary International, elected at the district conference, such representative to be a present or past officer of Rotary International or who has served previously as a member of the council, or in the event such is not available, the incoming district governor.
