Baker's letter of 20 January 1956, informs that he is sending Dr. C. T. Wang, Past Vice-President of Rotary International, as his personal representative to the District Conference to be held in Baguio from February 23 to 26, 1956. "C.T." is well-known in the Philippines. He was former Ambassador of the Republic of China to Washington and has been a frequent visitor to Manila. The District will be very happy to welcome him. 2. DISTRICT REPRESENTATIVE FOR 1956 TO THE COUNCIL ON LEGISLATION The procedure for the selection of the District Representative to the Council on Legislation as set forth in Article VIII of the Manual of Procedure provides that the election should take place at the time of the District Conference. The Council is a representative, deliberative body. It will consider all proposed legislation and will report its recommendations thereof to the International Convention for such final action as the said Convention may adopt. The Council is composed of some 260 representatives from every part of the Rotary world. 3. ELECTION OF DISTRICT GOVERNOR The District Governor for 1956-1957 will be chosen in Baguio. To date, two nominations have been received, namely, Mariano G. Bustos from the Rotary Club of Malolos and Mariano Tinio from the Rotary Club of Cabanatuan. No call for nominations by mail is being made but clubs who may desire to nominate by mail may do so by writing to the District Governor not later than February 15, 1956. Nominations will be received on the floor of the District Conference. It is good to remind all clubs of the provisions of the Manual of Procedure of Rotary International regarding the qualifications of a District Governor which are quoted -8 follows: "The district governor should be a man of high business or professional standing, with executive ability, demonstrated in the conduct of his own business or profession; should have his business or professional work so well organized that he can give the time necessary to carry out his Rotary work; must be an active, or a past service, or a senior active member in good standing of a club in the district by which he is nominated. The integrity of his classification, if an active member, must be unquestioned; should possess the esteem and confidence of his own club; should have served on some of his club's committees, and have successfully served as a club president or club secretary; should agree to at- tend the international assembly for its full duration. It is highly desirable that he attend the international convention; should have a knowledge of Rotary, its purposes, object, and laws, and be a Rotarian of recognized loyalty to Rotary International; should be able to discuss any phase of Rotary in a convincing manner, and to express his thoughts publicly, as well as privately, in simple, direct, and earnest language. He need not be an orator." 4. DISTRICT ASSEMBLY Clubs are reminded that the District Assembly will be held in Zamboanga from April 13 to 15, 1956. All incoming club presidents and secretaries as well as chairmen of major committees of clubs will be in attendance at this District Assembly. 5. EAST JORDAN ROTARY CLUB, EAST JORDAN, MICHIGAN The East Jordan Rotary Club has written to us that as their contribution to President A. Z. Baker's World Fellowship Week, they are sponsoring a project of inviting one high school student from each District outside the United States to study in the public school system in the State of Michigan. The District which the East Jordan Rotary Club is a part will provide housing to the students selected. East Jordan is a beautiful resort section in the State of Michigan, has a population of approximately 1,700, and has a Rural Agricultural School. Clubs desiring to propose nominees in connection with this offer are requested to submit a dossier and a photograph of the nominee concerned as well as a brief statement pertaining to the education and ambitions of the said nominee. Transportation to and from Michigan will have to be provided by the student concerned, 6. HAPPY BIRTHDAY! February 23rd will be 51st anniversary of the founding of Rotary. Since that day in 1905, new Rotary Clubs have been organized on the average of one every 49 hours despite the fact that 31,752 hours elapsed between the organization of the first Rotary Club in Chicago in 1905 and the second Rotary Club in San Francisco, California, in 1908. Last month, Rotary entered a new country with the organization of the Rotary Club of Baghdad, the capital of Iraq, and Rotary's membership today stands at an all-time high there are nearly 9,000 Rotary Clubs and 423,000 Rotarians in 91 countries throughout the free world. 7. LAST CALL FOR BAGUIO All roads lead to Baguio from February 23 to 26, 1956. Remember our District Conference! Our host club has completed full and effective preparations. to insure a most successful conference. Bring your Rotary Anns and the children.
