The Board of R.I. of 1950-1951 made the following statement: The Secretary of R.I. is requested to insert into the statement of status, qualifications and duties of the district governor a provision to the effect that it is expected that the district governor will return to his home district with a minimum of delay following his attendance at the international assembly. Is it proper for a Club to elect the same man to the position of Secretary of the Club year after year? The Board of R.I. of 1950-1951 approved a recommendation that clubs be urged to avoid the practice of electing the same person to the office of secretary year after year with the exception of career secretaries; reaffirmed a previous decision that "the best interests of a club are served by observing to a fair degree the principle of rotation in office including membership on the board of directors and chairmanship of committees as well as offices of president and secretary, to the end that such officers do not succeed themselves indefinitely." What is a Rotary Institute? A Rotary Institute is an informal discussion forum on Rotary program and administration topics, composed of past and present officers of R.I. who are present at the time and place of the international assembly but who are not participants in the assembly. The international assembly and the Rotary Institute meet simultaneously but each group has its own program and separate meeting place. Who may attend a Rotary Institute? Those eligible to attend are: 1. Past R.I. Vice Presidents and Past R.I. Secretary. 2. Past R.I. Directors. 3. Present R.I. committeemen and present officers of R.I.B.I. 4. Past R.I. committee chairman and past officers of R.I.B.I. 5. Past R.I. District Governors and Past R.I. Representatives in G.B. & I. and Past R.I. committee members. 6. Current outgoing District Governors and R.I. Representatives in G.B. & I.
