Lelf-help as the fundamental principle for alleviating living conditions of the less fortunate was stressed by Social Welfare Administrator Pacita Madrigal-Warns in her speech before Manila Rotarians April 29. Mrs. Warns however assured the SWA is now geared to full service and alertness to meet any disaster or situation necessitating relief in any part of the country. She cited minor tragedies involving individuals needing immediate medical attention wherein her office facilitated treatment, as well as various state institutions administered by the SWA for the benefit of unfortunate individuals. She explained, however, social relief cannot be continuously dependent upon government doles and charity. "This is impossible," she explained, "because resources cannot be sufficient to maintain a steady stream of grants."
