She cited minor tragedies involving individuals needing immediate medical attention wherein her office facilitated treatment, as well as various state institutions administered by the SWA for the benefit of unfortunate individuals. She explained, however, social relief cannot be continuously dependent upon government doles and charity. "This is impossible," she explained, "because resources cannot be sufficient to maintain a steady stream of grants."
