Gov. Art Ilagan's monthly letter - The Rotary Balita no. 745 (May 13, 1954)

Description: page 35-41 In: Rotary Club of Manila. The Rotary Balita No. 724 to 748Summary: It is natural to expect diminution of activity in every field of endeavor during the current summer season for the unusual heat makes one prone to lethargy. In our Rotary District, however, I noted, since the issuance of the last Monthly Letter, a stepped-up tempo of accomplishment a fact which makes up the many nameless compensations that embroider the otherwise prosaic tenure of District Governor. Two logical conclusions stem from this observation, namely: 1) that in Rotary the heat. casts an ineffectual spell to indolence, and 2) you as incumbent Presidents and Secretaries are determined to wind up our stint in a blaze of work and accomplishment and that whatever unfinished business remains on top our agenda for the Rotary year will be resolved with undiminished zeal and fervor. DISTRICT ASSEMBLY - DUMAGUETE - APRIL 23-25 Top priority is enjoined on our attendance in the Dumaguete District Assembly. Incoming Presidents and Secretaries, together with the appointed Chair. man of the Rotary Golden Anniversary Committee. of every Club, are particularly reminded to make this a MUST Rotary engagement. 1955 marks a glorious period in the annals of Rotary and in the Dumaguete Assembly plans for a fitting observance of the Golden Anniversary will be drafted. On your capable hands have been reposed the signal honor of commemorating such a gigantic and significant milestone of our Rotary existence and I do not doubt you will prove more equal to the task. By the way, R.I. awaits your report on the names of elected Presidents and Secretaries together with pertinent and essential information solicited in the sheets. Such reports will be compiled in and form part of R.I. Official Directory and need be submitted with dispatch. In our District, it is my personal privilege to announce the designation by Governor Nominee Pons de Leon Past Governor Emy Javier as Chairman of District 48 Golden Anniversary Committee. REPORTS 1) As previously mentioned, the Inter-City Forum of Central Luzon clubs was held March 23 in Tarlac with the Rotary Club of Tarlac as host. Past Governor Nanding Manalo acted as Forum Leader while Ted Evangelista was main speaker during the Inter-City gathering of about 100 Central Luzon Rotarians. 2) The Committee on Rice Tenancy proposed for creation at the 11th District Conference in Baguio has been formally formed with Ito Tinio of Cabanatuan as Chairman, and Romy Gonzales of San Fernando (P), Deo Flores of Malolos and Patrick Pineda of Tarlac, as members. This Committee, as recommended, is entrusted with the responsibility of formulating remedial policies for the equitable adjustment of tenancy problems as Rotary's contribution to the Administration's manifest concern for bringing about a more favorable atmosphere in the relations between landowners and tenants in the palay trade. MINDANAO FORUM - MAY 15 The Inter-City Forum of Rotary Clubs in the island of Mindanao is booked on May 15 in Davao City with the Rotary Club of Davao as host. It is with pleasure that we announce the appointment of Pascualito Garcia, president of the Rotary Club of Davao, as Governor's representative in the Forum. RI. President Joaquin Serratosa Cibils, on the other hand, designated Past District Governor and R.I. Fiscal Agent Ted Hall as his representative and Forum Leader to this forthcoming Mindanao Inter-City Rotary aggrupation. SUGGESTIONS 1) To date, several clubs have not turned in their contributions to the 11th Baguio Conference which are past due. It is suggested that this single item which has seemingly escaped the notice of Home Clubs concerned, should be immediately liquidated. 2) It is increasingly becoming apparent that there is a negligible amount of knowledge of outside clubs available in most clubs within the District. This sad state is strongly felt as the distance between clubs increases. To offset this negative factor in Rotary information in the District, it is suggested that each club includes in its mailing list all the other clubs of the District. This way the programs of activities and essential Rotary doings pertinent to each Club will find their way into and may prove inspirational to other clubs. Needless to say such bulletins should likewise be furnished the District Governor. 3) It has been observed that some Clubs encounter difficulties in meeting the $10 Rotary Foundation fee. A practical solution that we suggest is to increase the admission fees in such amount as to raise this voluntary Rotary Foundation levy. 4) Some Club Secretaries deserve bouquets for their prompt mailings of attendance reports. However, many have been observed to be tardy on this score. In the remaining few months, it is very kindly suggested that attendance reports be prepared and submitted on or preferably before due date. 5) I have noted the increasing prevalence of confusion in some clubs over membership classifications. It is suggested that clubs review the Constitution and By-Laws once in a while and brush up on the legislative powers conferred upon the Board of each club in resolving issues relating to the general membership. ROTARY AND YOU One of the truly incalculable rewards that a Rotarian earns is the universal acceptance and world-wide appeal that Rotary enjoys. Since July 1, 201 new clubs have been organized making the total 8,118 as of 31 March and the members now aggregate 382,000 Rotarians distributed among 88 countries, If Rotary maintains, as it does, its relentless growth and popularity, it is simply because every Rotarian everywhere and everyday so conducts himself in a manner as to justify his membership and continually does honor to this great and growing international organization. Right here in our home District, it is with modest pride that we announce that local Rotary extension work has not lagged behind international efforts. Last April 13, the Rotary Club of Puerto Princesa was admitted to membership in Rotary International. The Provisional Rotary Club of Ozamis was organized on March 17 with Liting Abadies as Pres. ident. The organizational paper of the Provisional Rotary Club of Lipa is under preparation and Rotary extension work goes on unabated everywhere. If you have not given serious consideration to this major facet of our Rotary work, I herewith earnnestly enlist your support. Kindly undertake immediately surveys as to the feasibility and advisibility of extending Rotary to deserving communities and other distinct professional and businessmen groups. SEATTLE REMINDER For the record, we want to keep you posted of the coming International Convention booked in Seattle, Washington, from June 6 to 10, inclusive. Do not tell us it is never too late to register attendance in this international assembly of Rotarians because now is the best time. SWA MEMO This office is in receipt of a letter from the Social Welfare Administration prescribing periods for annual fund drives of major national organizations, namely: YLAC - January 14 to February 14 Red Cross - February 14 to March 31 YMCA & YWCA - April 1 to April 30 (outside Greater Manila only) Peace Fund - May 1 to July 31 Community - Chest June 1 to June 30 (Greater Manila only) Boy Scouts - July 1 to July 31 (outside Greater Manila only) Philippine Tuberculosis Society - August 19 to September 30 UNAC - October 1 to November 14. However, it is requested that the organization whose campaign period falls due on the same date be given a share of the proceeds realized therefrom if possible and further, that no special benefits would be held to coincide with a special event of the soliciting organization."
