The Rotary Balita No. 724 to 748Summary: Because the Rotary Clubs in the Philippines are far apart and harder to reach, Governor nominee Ramon Ponce de Leon has appointed a set of representatives of his office to have a better supervision of the district during the incoming Rotary year. Ten Rotarians from different clubs of the district have been appointed as such governor's representatives. They will have no official standing in Rotary International but according to Pons they will have official standing in the district and the clubs will be asked to extend to them such recognition. Governor nominee Pons has released in this connection the notice that we quote in full stating the advantages of the system and defining the duties of his representatives. The release reads as follows: "For obvious reasons our Philippine Rotary District is one that definitely falls within that category of Districts contemplated by the Board of Directors of R. I. when it 'approved the plan of Governors' Representatives for group supervision of Clubs in those Districts where such a plan would prove feasible.' Our Clubs are far apart and they are harder to reach because of transportation difficulties. For this reason I have decided to avail myself of the valuable assistance of outstanding Rotarians for group supervision of Clubs who will serve as Governor's Representatives. "The following are advantages of such a set-up: 1. These representatives can offer assistance in an unofficial way when the presence of the Governor in an official capacity might prove detrimental. 2. They will be able to bring the Clubs under their supervision closer together and arrange for more inter-club meetings and fellowships; 3. They can encourage and improve attendance in the Clubs; 4. They can improve the general administration of the Clubs under their charge; 5. They can give help, sympathy and inspiration to the Governor and help build morale within the District; 6. The system helps to build and develop district leadership. PLEASE REMEMBER: 1. As unofficial Representatives, you are to assist the executives of the Clubs of your Group in the proper execution of their Club duties; 2. You are to serve as liaison officers between your Club Presidents and the District Governor; 3. You have been selected on the basis of your performance as Past officers of your Clubs and your proven interest and zeal for Rotary. YOUR DUTIES WILL BE: 1. Make informal visits to Clubs within your groups two or three times a year and observe the performance of these Clubs; 2. Keep the District Governor posted on progress within these Clubs; 3. Foster and organize inter-Club meetings within your group or with other groups; 4. Organize attendance contests within your group or with other groups; 5. Make special visits to your Clubs in cases of emergency; 6. Assist Club executives in securing suitable speakers and in other useful ways; 7. Act as members of the Program Committee for the District conference when so designated; 8. Take charge of surveys for possible Rotary extension service. "Although you have no official standing in Rotary International and you do not relieve the Governor of any of his official duties, when serving as the Governor's deputy in the Clubs assigned to you, you have definite official standing in the District and the Clubs will he asked to extend to you such a standing.
