This according to Louis J. Kroeger, management expert from Chicago on detail with the Philippine government, during the Manila Rotary Club's weekly luncheon-meeting at which he was guest speaker. "Even if government had only one single function," Kroeger said, "it still would not be simple to carry on its management." He also said that there are splendid examples of well-run government agencies which became so because of conscientious and intelligent leadership. In the Philippines alone, Kroeger continued, the national government has thousands of functions. Other thousands are also being performed by provincial and local governments. And many of these functions in turn involve other more detailed chores, he added.
