Secretary-general George Means advises that early in March copies of proposed enactments and resolutions which will come before the 1954 (Seattle) convention for consideration were mailed to all Rotary clubs as well as to the recipients of the Secretary's Letter. This booklet contains a heavy program of proposed legislation together with statements of background information about each proposal. Why not make it a project for the weeks between now and the opening of the convention on 6 June to arrange a study of proposed legislation? District governors and R.I. representatives can stimulate the campaign throughout all Rotary districts and all past officers can lend able assistance by working with them in promoting the program and by serving as leaders in club programs devoted to a study of proposed legislation. Careful study and full discussion of each proposal will assist the representative of each club's district in the council on legislation and the club. delegate(s) to the convention to perform their functions in an informed manner and with a knowledge of the views of the club. Objective application to each proposal of the suggested questions which were distributed with the proposed legislative booklet will facilitate study and discussion: What are the existing provisions or procedures that the proposal would modify? What are the differences between the proposed procedure and existing provisions? What effect, if any, does this proposal have on the fundamental characteristics of Rotary? Does the proposal provide for more effective administration? What are the advantages of the proposal? What are its disadvantages? What effect would the proposal have on the local club? How would individual members of the club be affected?
