Short biography of Andres D. Bautista, Chairman of the Commission on Elections since May 2015 and former Chairman of the Presidential Commission on Good Government.

Andres D. Bautista (Short Biography)
On May 2015, he was appointed as Chairman of the Commission on Elections (Comelec) to ensure the credible, orderly and peaceful elections.
Former Chairman of the Presidential Commission on Good Government (“PCGG”) from September 2010 to May 2015. The reforms in 2010 had greatly enhanced the synergy to achieve greater efficiency and effectiveness than in previous years. Some of the major accomplishments were: Recovery of the West LB Fund, Forfeiture of the Joly Bugarin Properties, Recovery of the UCPB Shares, Disposition of the Mapalad Property, Recovery Effort in NYC Related to Vilma Bautista Case and Rated and ranked Best Agency under the Department of Justice for the past two years. The companies under his stewardship continued their profitable run in 2013, posting a consolidated net income of Php 4 billion.
Before his appointment as PCGG Chairman, Andy served as Chief Executive Officer of Shang Properties. As dean of Far Eastern University’s Institute of Law, he co-founded the Master of Business Administration-Juris Doctor dual degree program with the De La Salle Graduate School of Business and FEU.
He is the 1990 Ateneo Law class valedictorian and a bar topnotcher. He obtained his Master of Laws from Harvard Law School in 1993. He was previously Chairman and President of the Philippine Association of Law Schools. Holder of the Claudio Teehankee professional chair in Constitutional Law at the Ateneo Law School, he was a member of three Constitutional Reform Commissions under previous administrations.
Andy was the President of the Harvard Club of the Philippines from 2012-2013. He is currently part of the National Executive Board of Parish Pastoral Council for Responsible Voting (PPCRV), the Young Presidents’ Organization - World Presidents’ Organization (YPO-WPO). Philippine National Committee of the ASEAN Law Association and the Governing Board of the Mandatory Continuing Legal Education Office. He was previously writing his “My Four Centavos” weekly column for the Philippine Star since June 2009 to May 2015.
Andy worked for seven years with the American international law firm of White & Case based in New York and Hong Kong. He then moved to the English international law firm of Allen & Overy as a consultant before becoming a partner in 2002.
