Experience

In the practice of Law – Private Practitioner (1952-1971; 1986-Present) principally in corporate law and litigation. Solicitor General of the Republic of the Philippines (1972-1986).

In the Academe – Member of the Faculty, College of Law, University of the Philippines (Instructor, 1954-1957; Asst. Professor, 1957-1958; Professorial Lecturer, 1958-1974). Taught subjects in both public and private law. Participated in several law reform projects. Has also authored legal articles and papers. Member, Board of Regents, University of the Philippines (1979-1985). President, University of the Philippines Alumni Association (1979-1985).

In Government – In the Executive Department – Minister of Justice/Attorney General (1984-1986); Solicitor General (1972-1986); Undersecretary of Justice (1971-1972); Cabinet Member (1975-1986). In the Legislative Department – Member, National Assembly (1984-1986); Member, Interim National Assembly (1978-1980); Member, Batasang Bayan (Legislative Advisory Council) (1978). In the National Assembly, Chairman, Committee on Justice; in the Interim National Assembly, Chairman, Committee on the Revision of Laws and Codes and Constitution Amendment. Sponsored vital pieces of legislation such as BP 20 which organized regional assemblies in Regions 9 and 12, BP 52 which called for local elections in 1980 and BP 68, the Corporation Code of 1980.

In International or Foreign Affairs – Chairman, Sixth (Legal) Committee, 31st Session (1976), UN General Assembly; Chairman, Special Committee (of the UN) on the Charter of the United Nations and the Strengthening of the Role of the Organization (1980); Philippine Representative to the Asian-African Legal Consultative Committee (1972-1979); Vice-Chairman of the Philippine Delegation to the UN Seabed Committee and to the Conference on the Law of the Sea (1971-1981); served also as Philippine representative to several multilateral and bilateral conferences and meetings which included, among others, United Nations Conference on the Law of Treaties (1968, 1969); negotiations with the US Government on the amendment of the US-Philippine Military Bases Agreement (1971-1978) and the proposed US-Philippine Extradition Treaty (1981); Special Counsel on Marine and Ocean Concerns (2010).

Both alumni of the then Pampanga Trade School (now Don Honorio Ventura College of Arts and Trades) and their professional life was entirely with the public school system. Both started as public school teachers. His father retired as Chief, Craftsman Division, Bureau of Public Schools and his mother, as Home Economics Supervisor of Bulacan and Bataan.

His entire schooling was in public schools. He graduated from the Lakandula Elementary School in Gagalangin, Tondo, Manila. His high school at the UP High School. His collegiate education at the University of the Philippines.
