Secretary Roy A. Cimatu

Let the foremost Environmental Czar share with Asia's First Rotary Club the benefits of a sewerage treatment plant in ensuring clean water for inhabitants of the metropolis.

Rotarian Roy A. Cimatu is a man of remarkable credentials. He was a decorated soldier, a trained pilot, a four-star general and Chief of Staff of the Armed Forces of the Philippines, after which he continued to serve as an ambassador and a crisis negotiator, and now as a Cabinet Secretary.

As Secretary of the Department of Environment and Natural Resources, he chairs the Manila Bay Task Force that was created by President Rodrigo Roa Duterte in February 2019 to lead inter-agency efforts, in collaboration with the private sector, to clean up and rehabilitate the heavily polluted Manila Bay and restore it to its former glory.

Known as the "Thinking General" because of his keen acumen as a strategist, he has decisively managed issues on environmental security and sustainability. He led the successful inter-agency campaign to raise the water quality of the Boracay Island and rehabilitate that island's degraded environment, thereby refurbishing Boracay's status as a global tourist destination.

He is also the Cabinet Officer for Regional Development and Security for Western Visayas, or Region 6, and in that capacity heads the Regional Task Force to End Local Communist Armed Conflict. This region is the most populous in the Visayas, encompassing six provinces – Aklan, Antique, Capiz, Guimaras, Iloilo and Negros Occidental – plus 16 cities, 117 municipalities and 4,051 barangays.
