Oyan received his medical technology degree from the Loma Linda University of California. Coupled with specialized courses from the University of California at Riverside and the San Bernardino Valley College, he eventually earned his masters’ degree from the Asian Institute of Management in Makati, Philippines. He manages an Italian coffee espresso machine importing and distribution company, coffee flavoring, bakery ingredients for bread, confectionery and pastry.

He presently serves as Treasurer for the Sagip Kapatid Foundation, a Trustee of the Fernando-Rosa Bautista Foundation of the University of Baguio, a Host Parent of the Philippine Military Academy, a Member of the Baguio Association of Restaurants, SKAL Makati and the Hotel and Restaurant Association of Baguio. He previously served as a Past National President of the Association of Pilipinas Shell Dealers Inc., Board Member of the Baguio City Council for the Boy Scouts of the Philippines, Vice Chair of the Regional Advisory Group for the Philippine National Police for the Cordillera Region, Director of the Philippine National Red Cross Baguio and a Trustee of Brent International School Baguio. In 2018, he was chosen as an Outstanding Citizen of Baguio City.

In Rotary International, he presently serves as the Co-Chair for THE ONE Philippines Humanitarian Award and as Assistant Zone Promotions Chair for Zone 10A for the 2021 Taipei Rotary International Convention. He previously served as the District Trainer for RI District 3790 for RY 2019 - 2020, the Vice Chairman for Promotions for the 2019 Manila Rotary Institute and 2020 Honolulu Rotary International Convention, Promotions Chair for RI Zone 10 for the 2019 Hamburg Rotary International Convention, Promotions Chair for RI Zones 7 and 8, Membership Project Lead for the country of Indonesia, Rotary International President’s Representative for RI District 3360 in Thailand in 2019, Rotary International President’s Representative to the District Conference of District 3870 in Valencia City, Bukidnon in RY 2016-2017 and a member of the Young PDG Ad Hoc committee advising the RI board in RY 2017-2018. He served as Promotions and Attendance Chair of the 2016 Presidential Conference on WASH.

He was Regional Rotary Coordinator for Philippines and Indonesia covering Zone 7A for Rotary Years 2012 – 2015 after having served as Assistant Rotary Coordinator for RY 2011 - 2012. He also served as the Rotary International President’s Representative for the District Conference of District 3300 in Malaysia in 2013 and as Training Facilitator for the Governors-Elect Training Seminars in Zone Institutes, as Breakout Speaker during the Rotary International Conventions in Bangkok, Thailand in 2012 and Sydney, Australia in 2014, as Breakout Moderator in Brazil in 2015, and as Chief Guest of the Presidents-Elect Training Seminar of RI District 3201 in Coimbatore, India in 2013. He was the Executive Secretary for the Philippine Rotary Forum of the Philippine College of Rotary Governors in 2005.

His Governorship for RY 2009-2010 was a result of years of service under the Rotary Club of Baguio Summer Capital (RCBSC) where he was inducted in 1999 and, eventually, became the Club President in RY 2004-2005. He is presently a Major Donor Level 2 of the Rotary Foundation. His home club, for its part, enjoys the distinction of being the First 100% PHF Club in District 3790.
