Juan “Jed” E. Dayang, Jr.
Career Minister, OIC-Head, Office of the Secretary-Intelligence and Security Unit, Department of Foreign Affairs
Dr. Dayang is the current OIC of the Intelligence and Security Unit (ISU) of the Department of Foreign Affairs under the Office of the Secretary since 2019. Prior to his appointment, he served as Minister and Consul of the Philippine Embassy in Prague, Czech Republic from 2013 to 2019 where he also served as Charge’ d’ affaires, ad interim for a total of two and half years.
As OIC of ISU, he proactively strengthened coordination with intelligence community and actively participates in the National Intelligence Committee (NIC), a collegial body tasked to promote unity and cohesion of the national intelligence community. He also manages the security requirements of the Secretary and the entire Department of Foreign Affairs, coordinates with law enforcers and the Armed Forces of the Philippines. He is in charge of diplomatic security and for the diplomatic corps and visiting dignitaries.
During the COVID pandemic, ISU issued diplomatic clearances for expatriation flights of foreign nationals and return and repatriation of OFWs numbering to 300,000. As subcommittee head of the Emergency Response for Covid-19, ISU conducts contact tracing and coordination with LGU and Health Workers for DFA employees.
As CDA in the Philippine Embassy in Prague, his accomplishments include the signing of the Philippine-Czech Defense Agreement, Philippine- Czech Economic Agreement, and a legislation to allow legal employment 2,000 OFWs per year and initiated the cooperation between DOLE-POEA with the Czech Ministry of Labor and Czech Ministry of Interior. In terms of promoting cultural diplomacy, he created the Jose Rizal Trail Map in Litomerice and in Prague. He was the Deputy Commander of the Knights of Rizal in Prague.
His first assignment was at the Philippine Embassy in Seoul, Korea from 2003 to 2008. He was political and economic officer and as Consul, he started a Financial Literacy Program for OFWs and conducted a study on its effects in changing financial behavior.
In Manila, he served as Division Director in charge of Summits and ASEAN Coordinating Council and the ASEAN Inter-governmental Commission on Human Rights of the Office of ASEAN Affairs, Special Assistant in the Office of the Undersecretary for Migrant Workers Affairs in charge of the NGO relations and the Global Forum on Migration and Development, and Acting Director Northeast Asia Division of the Office of Asia-Pacific Affairs. He was a consultant of the International Organization for Migration and was visiting researcher of the Georgetown University’s Institute for the Study of International Migration in 2011.
Prior to joining the Department of Foreign Affairs, he was Assistant Professorial Lecturer of International Business and International Relations at the De La Salle University and Research Fellow of the Yuchengco Center for East Asian Studies.
His awards include commendation from the Aklan Provincial Board, the Kalibo Board in 2020, 2014 Outstanding Aklanon, 2013 DEVEX Manila 40 Under 40 Leaders Award, 2010 Australian Leadership Award, 2011 SunLife Its Time and Wealth Wonder Awards, and Toastmasters Public speaking awards in 1999.
He has attended various international conferences representing the Philippines and regularly writes on topics related to diplomacy in various publications. His interests include migration and development, financial literary, regional security, and cultural and public diplomacy.
He obtained a Bachelor of Science in Business Management form San Beda College (San Beda University) in Mendiola, Manila in 1993. He finished a Master of Business Administration degree from the Graduate Institute of Peace Studies, Kyung Hee University, Republic of Korea (Valedictorian, Summa Cum Laude, Full Scholar) in 1996. He likewise obtained a Masters of Public Administration degree from the University of Oklahoma (Phi Alpha Alpha Honor Society) in 2009. He graduated from the Asia Pacific College of Diplomacy of the Australia National University in Australia (Australian Leadership Awardee and University Distinction) with a Doctor of Diplomatic Studies (DDipS) in 2012 while he was, at the same time a Visiting Scholar of the Institute for the Study of International Migration of Georgetown University.
He is a member of the Rotary Club of Manila since 2020. Among his other previous social-civic engagements include Order of the Knights of Rizal Prague (Deputy Commander, Prague Chapter); Consular Corps Association in Prague (Board Member and Convenor); Philippine Study Group in Australia; Diplomatic Hour in Seoul, Korea; South River Toastmasters Club in Seoul (President); Bayanihan Toastmasters in Manila (President); Alliance for Youth Solidarity (Founding President) Political Party and Youth for Asia Pacific Cooperation (Founding President); Forum of Democratic Leaders in the Asia-Pacific (Program Officer and Spokesman); Graduate Institute of Peace Studies, Kyung Hee University, Seoul, Korea (Student Council President); San Beda Student Council (Secretary-General).
