2022 TOWER Awards Assessors Committee
Profiles of the five members of the 2022 Outstanding Workers of the Republic Awards Assessors Committee.

Rene M. Gener, DPM
Rene is currently the Executive Director of People Management Association of the Philippines (PMAP). He is a former Senior Vice President for Human Resource Management and Development of Honda Philippines. He was also the Senior Vice-President and Corporate Human Resources Director of San Miguel Corporation. He has extensive experience in Human Resource Management and has attended various seminars both locally and internationally. He was the President of the People Management Association of the Philippines (PMAP) in 2000 and was awarded as the Outstanding Personnel Manager of the Year (PMY) in 1996.

Efren Alberto Jr., DPM
Efren is the former Head of Human Resources of Moog Controls Corporation. He is also a former part-time professor at St. Louis University, Baguio where he handles graduate courses in organizational behavior, industrial psychology, and human resources. In his 25-year stay in Moog, Mr. Alberto was a key driver in building, maintaining, and enhancing a philosophy of mutual trust and confidence in his company’s culture and operations. Accordingly, this culture of mutual trust earned him various accolades for Moog which includes TESDA’s Kabalikat Award in 1999, PMAP’s Employer of the Year Award in 2002, and PMAP’s People Program of the Year in 2005.

Julie Miteria, FPM
Julie has been to HR practice for more than 40 years, the latest of which was with SM Supermalls. She was also an assessor in DOLE Productivity Olympics in 2018, was sub-chair of Quality and Productivity in ECOP Kapatid Award and a Philippine Delegate for Employers to ILO (International Labour Organization) Conference in Geneva in 2015, 2018, and 2019.

Louisa Mila Echevarria, FPM
Louisa has 46 years of solid experience as a people manager and consultant in business management, organization development, labor relations and human resources management. She is the 2020 PMAP National President. A member of the PMAP National Awards Committee at large she is also an active advocate of raising the bar of excellence in people management. A socio-civic leader, she is a full-blooded Rotarian for more than 27 years.

Rene Serapio, DPM
Rene was the former Vice-President for Human Resource Development of Far Eastern University (FEU). He was also the former Director for Human Resources of the Peninsula Manila Hotel and the Senior Vice President of Siemens, Inc. During his term in Siemens, Inc., he also served as the Compliance Officer, Chairman of the Asia-Pacific HR Regional Council and Regional Representative to the Personnel Council World. He was also responsible for the development compensation and benefit plans for both executive and non-executive level. Rene is an independent HR & Management Consultant & Executive Coach with over 40 years of work experience in all functional areas of Human Resource Management of which 30 years are in a management and executive capacity.
