Hon. Teodoro J. Herbosa, MD

Secretary, Department of Health

Hon. Teodoro J. Herbosa, MD

The correlation between a nation’s economic growth and the health of its citizens is undeniable. This means that the improved health of a country’s population indubitably impacts on its economic development. This, coupled with the recognition that the right to health is a fundamental human right, imposes upon our Government the obligation to ensure every person’s access to timely, acceptable, and affordable health care. In fact, no less than the Philippine Constitution mandates the State to adopt an integrated and comprehensive approach to health development which shall endeavor to make health and other social services available to all.
