Undersecretary Irene is the inaugural Executive Director V of the Office for Alternative Dispute Resolution, an attached agency of the Department of Justice of the Philippines.

Undersecretary Irene is the inaugural Executive Director V of the Office for Alternative Dispute Resolution, an attached agency of the Department of Justice of the Philippines. She is currently a member of the Technical Working Group on the Filtering Mechanism of the Supreme Court. She is also the Principal Representative of the Justice Department to the Lupong Tagapamayapa Incentives Awards (LTIA) and serves as Chairperson of the LTIA National Board of Judges.
She has more than fifteen (15) years of extensive law practice and is a professor of Law in various universities in the country. She has held various key positions in all three branches of the Philippine government. She completed the Negotiation and Leadership Course at Harvard Law School and the Leadership Training Program at the United Nations (UN). She likewise had her Comprehensive Course on International Commercial Arbitration under the Chartered Institute of Arbitrators—New York Branch and Columbia Law School and Strategic Conflict Management for Professionals at the Singapore Mediation Centre.

USec. Irene is a trained Arbitrator and trained File Counsel of the Philippine Dispute Resolution Center, Inc. (PDRCI). USec. Irene represents the Philippines in the United Nations Commission on International Trade Law (UNCITRAL) Working Group II (Arbitration and Conciliation/Dispute Settlement) and Working Group III (Investor-State Dispute Settlement Reform).
USec Irene is the author of two (2) books titled “Philippine Alternative Dispute Resolution and Gabay ng Barangay sa Mediation, Arbitration at Conciliation,” which highlight the different ADR mechanisms and practices in the country. Among her advocacies are to mainstream ADR in the Philippine justice system, empower government agencies with effective ADR mechanisms, organize quality skills training programs for ADR practitioners, and standardize the ADR profession in the Philippines.
