Dr. Milwida M. Guevara is a visionary leader and an advocate for education reform, currently serving as the President of Synergeia Foundation, an organization dedicated to ensuring that every Filipino child completes a quality elementary education. Through her leadership, Synergeia has built a model for community-based education governance that works to transform local communities by empowering leaders, teachers, and families. The Foundation's mission aligns with Dr. Guevara's lifelong commitment to social equity and education as a catalyst for change in underserved communities, particularly in regions like Mindanao where poverty remains a significant barrier to progress.

Before founding Synergeia in 2003, Dr. Guevara had a long and distinguished career in public finance, having spent over 20 years mobilizing resources for the Philippine government. From 1991 to 2000, she served as Career Undersecretary in the Department of Finance, where she was instrumental in shaping tax reforms and policies that were critical to revenue generation for the country. She was also a key figure in advancing fiscal discipline, and her efforts earned her the prestigious Gawad Haydee Yorac Award in 2008, recognizing her integrity, excellence in public finance, and leadership in education reform.

Her experience is extensive and international in scope. As a Fiscal Advisor to the International Monetary Fund (IMF) in Kyrgyzstan, Dr. Guevara provided critical support to the Ministry of Finance in building a robust revenue program, and she worked to enhance the capacity of local staff in financial forecasting and programming. Additionally, she has held influential positions as a faculty member at the Asian Institute of Management and the Ateneo Graduate School of Government, where she continues to develop future leaders in public finance.

Dr. Guevara's approach to education reform is grounded in her belief that local governments are pivotal in fostering change. She has tirelessly advocated for local governance models that prioritize participatory planning and implementation, ensuring that all children have equal access to quality education. Under her guidance, Synergeia has partnered with over 426 mayors across the Philippines, dramatically improving education outcomes in some of the most disadvantaged areas of the country. One of Synergeia’s notable achievements is raising the cohort survival rate to 90 percent in areas where student dropout rates were once alarmingly high.

Her efforts in education are not just about academics—they are deeply rooted in the promotion of peace and stability. Having witnessed how poverty and lack of education can make communities vulnerable to extremism, particularly in Muslim Mindanao, Dr. Guevara's work is driven by the conviction that education is a pathway to social justice and empowerment. She often highlights how education can break the cycle of poverty and give children a fighting chance at a better life. For her, the task goes beyond simply providing learning materials; it involves instilling hope and resilience in students who come from the most difficult circumstances.

Her concept of Synergeia as a "social movement" is unique in its collaborative approach. By awarding municipalities with "seals of good education governance," Synergeia fosters accountability and ensures that elected officials act in the best interests of their communities. The Foundation’s operations resemble a scalable franchise model, providing local governments with the tools, training, and resources they need to drive meaningful and lasting change in their education systems.

Despite her deep involvement in policy and finance, Dr. Guevara remains closely connected to her roots as a former grade school teacher. Recently, she conducted a virtual training session for primary school teachers, many of whom lacked access to basic technology. Moved by the sight of 80 teachers huddled around a single computer screen, she was reminded of the urgent need for better teacher training and resources. Her empathy for teachers and students alike fuels her commitment to creating more equitable educational opportunities for all.

Dr. Guevara's philosophy on public finance has evolved over the years. Once focused on tax collection and resource mobilization, she now views finance through the lens of equity—using it as a tool to redistribute wealth and create opportunities for the poor. Her experiences in government, particularly her encounters with political resistance and harassment while pursuing accountability in cases of tax fraud, have strengthened her resolve to advocate for the marginalized. Her achievements extend beyond the Philippine borders, having earned her a reputation as a global leader in both public finance and education reform.

Dr. Guevara holds a Master’s Degree in Fiscal Studies from the University of Bath, where she specialized in macroeconomics, taxation, and revenue administration. She has also served as the Lead Convenor of the Movement for Good Governance, continuing her advocacy for ethical leadership and accountability in both government and civil society.

Dr. Milwida M. Guevara’s story is one of unwavering commitment to public service, integrity, and the belief that education is the most powerful weapon to combat poverty and inequality. Through her tireless efforts, she has become a beacon of hope for many Filipino children and communities, helping them achieve their dreams, one step at a time.
