RCMFI: Project Funding Guidelines - Rotary Year 2025-2026

The guidelines cover submission, evaluation, Board or Execom review, beneficiary protection, funding release, monitoring and documentation, with a maximum annual allocation of ₱2,000,000 for RY 2025–2026.

I. Submission of Request

A formal letter of request must be submitted by RCM and/or its partners-in-service. An accomplished project proposal (using the RCM template available from the RCM Secretariat) must be attached. A scanned copy of the signed letter and proposal (wet or digital signature) must be emailed in advance to rcmanilafoundation@gmail.com.

II. Evaluation Process

The Chairman will forward the request to the Project Evaluation Committee. The Committee will assess and submit the evaluation score to rcmanilafoundation@gmail.com The Evaluation Criteria and Scoring System (Annex “E” of the Manual of Operations)

III. Board or Execom Review

Projects scoring 85% or higher will be included in the agenda of the next Board meeting. Projects costing ₱100,000 or below may be approved directly by the Execom.

IV. Beneficiary Protection

To comply with government regulations, all projects must ensure beneficiary protection. Each partner-in-service must sign a MOA with a beneficiary protection clause. (A draft template is available from the Secretariat.)

V. Funding Approval & Release

Once approved and a MOA is signed, funds will be released by authorized RCMFI officers. The Board has approved a maximum annual allocation of ₱2,000,000 for RY 2025–2026 (per the July 15, 2025 meeting). Financial Plan and Projections are in the Google Drive of rcmanilafoundation@gmail.com

VI. Monitoring & Reporting

All approved projects are subject to periodic monitoring by the Board. Partners-in-service must provide fund utilization reports, and this requirement will be stated in the MOA.

VII. Documentation

Partners/beneficiaries must issue invoices, vouchers, and/or receipts for all funds received, also to be covered in the MOA.
