Know Your Club Constitution, By-Laws and Policies

Questions and answers on the club’s Code of Policies covering project financial reports and use of the General Fund bank accounts.

Q: Is there a need to prepare a project financial report after undertaking a project?

A: Yes, the club has such a policy. The following items in the Code of Policies are authoritative:

“3.2.1.4 Accounting For Funds Upon conclusion of the project, the Committee Chairman and the Director in Charge, with the assistance of the RCM Treasury will prepare a Project Summary Financial Report displaying how funds were received and disbursed. The Director In Charge of the project to the RCM Board of Directors should circulate the report. Affixed to the report should contain the signatures of the Committee Chairman, Director in Charge, RCM Treasurer, RCM Secretary and RCM President. The Financial Summary Report must contain: Total Funds received (By Individual amount and donor); Funds disbursed (By Individual payee and amount); Remaining Balance A – B; Receiving Copy of Donor Party as beneficiary of the Project”

Q: Can the General Fund Bank Accounts of the Rotary Club of Manila be used for disbursements of Restricted Committees and Projects?

A: No, they cannot be used. The Code of Policies provides the following:

“3.2.2.1.2 Approval of Disbursements & Remittances The General Fund bank accounts can only be used for disbursements specific to the operations of RCM. General Fund Bank accounts cannot be used for Restricted Committees and Projects.”
