A: The following item in the Code of Policies is authoritative: “4.2.1.11 Vocational Awards Committee x x x TOWER Awards Hold the annual nationwide search for THE OUTSTANDING WORKERS OF THE REPUBLIC (TOWER) from amongst the non-supervisory blue collar and collar workers. The annual awards presentation is aimed at recognizing the importance and contribution of the non-supervisory blue /white collar worker occupations that boost the economic and technological progress of the country, therefore dignifying labor and all useful occupations, thus uplifting the social status of workers and motivating them for greater efficiency, to generate interest towards continuing education and encourage the non-supervisory blue / white collar jobs which are most relevant to the development efforts of the country.”
