Star Rtn. Martin Romualdez led the celebration of Constitution Day in his capacity as President of the Philippine Constitution Association (PHILCONSA) last February 8, 2021 via Zoom virtual platform. It is interesting to note that the designation of Constitution Day began with the Rotary Club of Manila during term of President Manoling Lim.
