Eusebio V. Tan focuses his practice on the areas of investments; business law; mergers, acquisitions and divestitures; franchises and franchising; construction law; leases and leasing; banks and banking; and public-private-partnership and privatization projects.
He has advised senior managements, boards of directors, independent committees of boards, and major stockholders of both public and private corporations on strategies to be applied in major transactions and projects and in the implementation thereof. He has represented international and domestic banks (lenders) and various corporations (as borrowers) in major loan transactions. He acts as a member of the Board of Directors and/or as an officer (including, in certain cases, as Corporate Secretary) of several large corporations.
He has advised clients in connection with large construction projects, build-operate-transfer undertakings, and other public-private partnership arrangements. He led teams that obtained full banking licenses for major foreign banks, under the Foreign Banks Liberalization Law of the Philippines (R.A. No. 7721). He was also recently involved in the drafting of Republic Act No. 10641, which allowed the full entry of foreign banks into the Philippines. He has advised on numerous joint venture projects involving foreign investors and Philippine joint venture partners. He has been invited as a speaker in numerous international fora and has published papers, dissertations, and articles.
Mr. Tan obtained his Bachelor of Arts degree, major in Economics, summa cum laude, through the Liberal Arts Accelerated Honors Program from the De La Salle University in 1971 and was awarded the General Excellence Gold Medal and the Dr. Jose Rizal Honors Society ring. He obtained his Bachelor of Laws degree from the Ateneo de Manila University School of Law in 1975 and was awarded the Second Honors Silver Medal. He obtained his Master of Laws degree from the Columbia University School of Law in 1979.
He is a member of the Integrated Bar of the Philippines, the Philippine Bar Association, the International Bar Association, the Inter-Pacific Bar Association, the ASEAN Law Association, LAWASIA, the Management Association of the Philippines (the “MAP”), the Makati Business Club, the Financial Executives Institute of the Philippines, Inc. (“FINEX”), the Philippines-Japan Economic Cooperation Committee, Inc. (“PHILJEC”), the Philippines-Japan Society, Inc. (“PJS”), and MERITAS Law Firms Worldwide (“MERITAS”), an integrated alliance of more than 170 independent commercial law firms located in over 70 countries with approximately 7,000 experienced lawyers worldwide.
He has served as the Chairman of PHILJEC (where he now sits as a member of its Board of Advisers), President of the MAP, member of the Board of Directors of MERITAS, President of FINEX, Chairman of the FINEX Research and Development Foundation, Inc., and Chairman of the FINEX Academy, Inc. In 2020, he was conferred the award of “The Order of the Rising Sun, Gold Rays with Neck Ribbon” by the Emperor of Japan and the Japanese Government.
He served as the Managing Partner of the Angara Abello Concepcion Regala & Cruz Law Offices (“ACCRALAW”) for 11 years and as President (for Rotary Year 2015-2016) of the Rotary Club of Manila, the first Rotary Club in Asia.
