Atty. Raoul C. Creencia is Managing Partner of The Firm of Creencia Carillo and Velasco and a former Government Corporate Counsel and DOTr Undersecretary.
Atty. Raoul C. Creencia is the Managing Partner of The Firm of Creencia Carillo and Velasco (CCV), a legal consulting firm. He obtained his Bachelor of Arts Degree (Major in Political Science) from the University of Santo Tomas. He later earned his Bachelor of Laws degree from San Beda University, and pursued further studies in law at the University of Sydney (Australia).
In 1996 to 2010, Atty. Creencia was engaged in private practice with his firm -- Creencia Carillo and Baldovino Law Offices focusing on civil and corporate litigation, and corporate advisory services. He also did litigation work and argued his cases in the Supreme Court. At that time, he also taught Constitutional Law and Legal Ethics at the San Sebastian College of Law.
In 2006, he also began as a lecturer in the various MCLE (Mandatory Continuing Legal Education) programs for lawyers. Today, he continues to be an MCLE lecturer, specifically on the Build-Operate-Transfer Law and other Private-Public Partnership modalities. He also went back to teach at the San Sebastian College of Law, handling Corporation Law, Insurance Law, and Corporate Practice.
In October 2010, he was appointed Government Corporate Counsel (GCC) of the Office of the Government Corporate Counsel (OGCC), and in such capacity served as the chief lawyer of all government corporations and financial institutions of the country. Moreover, aside from arguing the GOCC cases before the Court of Appeals and the Supreme Court, he also handled mediation and arbitration hearings in New York, Singapore, and Hongkong. During his five-year stint as GCC, he principally wrote and released the 2011 OGCC Implementing Rules and Regulations, the 2012 OGCC Lawyers Manual, and the 2013 Handbook for GOCC Lawyers. He also participated in crafting the 2013 NEDA Joint-Venture (JV) Guidelines. He was also invited as a lecturer on corporate governance at the Development Academy of the Philippines (DAP) and the Institute of Corporate Directors (ICD).
In 2016, he was appointed Undersecretary of the Department of Transportation (DOTr), and was tasked to handle two important portfolios: legal affairs and procurement. As such, he was heavily involved in the crafting and review of major concession agreements, and various PPP (Public-Private Partnership) processes. He was also the DOTr representative to the Government Procurement Policy Board (GPPB).
After his stint in government, Atty. Creencia is now back in private practice, with the same Firm which he founded almost 25 years ago. He and his revitalized and expanded team now handle various PPP and Government Procurement Projects in the water, power, waste management, and infrastructure sectors, among others. Atty. Creencia is a member of the Integrated Bar of the Philippines – Quezon City Chapter, as well as the Philippine Bar Association.
