His Excellency Endo Kazuya

Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of the Philippines since March 2024, Endo Kazuya has served in Japan’s Ministry of Foreign Affairs since 1990.

His Excellency Endo Kazuya is a seasoned Japanese diplomat whose distinguished career in the Ministry of Foreign Affairs (MOFA) spans over three decades of exemplary service to Japan and the global community. His professional journey reflects Japan’s steadfast commitment to diplomacy, peace, and regional cooperation across Asia and the world.

A graduate of the University of Tokyo, Faculty of Law, Ambassador Endo entered the Ministry of Foreign Affairs in April 1990, beginning a lifetime of public service characterized by dedication, intellect, and strategic leadership. His legal and policy background would become the foundation of his extensive diplomatic work, particularly in the areas of international law, regional relations, and global cooperation.

Ambassador Endo’s early overseas postings include serving as First Secretary at the Embassy of Japan in the United Kingdom (2002) and later in China (2004). He subsequently became Counsellor at the Embassy of Japan in China (2007), where he deepened his expertise in Asian affairs, and later served as Counsellor at the Embassy of Japan in the United States of America (2011) — assignments that broadened his global outlook and experience in high-level diplomacy.

Throughout his career, Ambassador Endo has assumed numerous key leadership roles within MOFA. He served as Principal Deputy Director for the China and Mongolia Division, Director of the First Southeast Asia Division, and Director of the United Nations Policy Division under the Foreign Policy Bureau. He also served in the Cabinet Secretariat’s Cabinet Affairs Office as Executive Assistant to the Deputy Chief Cabinet Secretary, advising Japan’s top policymakers on critical domestic and international issues.

His growing influence in policy and multilateral affairs led to his appointments as Deputy Director General of the Asian and Oceanian Affairs Bureau, Deputy Director General of the Foreign Policy Bureau for Disarmament and Non-Proliferation, and Deputy Director General of the Consular Affairs Bureau. In September 2022, he rose to the post of Assistant Minister and Director General of the International Cooperation Bureau, where he guided Japan’s overseas development assistance and global partnerships for sustainable peace and progress.

In March 2024, His Excellency Endo Kazuya was appointed Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of the Philippines. His appointment underscores Japan’s confidence in his diplomatic expertise and highlights the enduring importance of the Japan-Philippines strategic partnership. As Japan’s top envoy in Manila, Ambassador Endo continues to advance bilateral cooperation in critical areas such as infrastructure development, maritime security, trade, investment, and climate resilience — fostering a relationship grounded in mutual respect, trust, and shared aspirations for regional peace and prosperity.

Throughout his illustrious career, Ambassador Endo has exemplified the principles of integrity, professionalism, and service — qualities that define Japan’s diplomatic tradition. His leadership and vision continue to strengthen the bonds of friendship between Japan and the Philippines, ensuring that the partnership between the two nations remains a pillar of stability and collaboration in the Asia-Pacific region.
