Quality, Safety, Health & Environment Personnel at PTT Philippines Corporation, an Individual Category awardee, led the Hauler’s Audit Program for road transport safety.

Reymond graduated with a Bachelor of Science in Mechanical Engineering from Don Honorio Ventura State University in 2007. A varsity scholar and badminton athlete, he later focused on his studies, successfully entering the automotive industry post-graduation to support his family and prepare for his professional licensure.
In 2008, after passing the Mechanical Engineering Board Examination, Reymond married Josie Balingit, with whom he has two children, Jaiden Rhylei and Jacob Rhyle. He is dedicated to teaching his children the importance of well-being and safety.
Reymond's career advanced significantly when he joined PTT Philippines, fulfilling his dream of working in the Oil & Gas industry. At PTT, he is instrumental in developing, implementing, and enhancing the company's Corporate SHE (Safety, Health, and Environmental) policies and programs. He organizes training and drills to boost emergency preparedness and employee resiliency, reflecting PTT's commitment to prioritizing employee welfare and safety. Prior to PTT, Reymond served as a road transport safety officer for a hauling service provider affiliated with various oil companies. This role developed his skills in managing occupational hazards and risks, fueling his passion for road safety.
Apart from his professional endeavors, Reymond actively promotes wellness at PTT, participating in physical fitness activities and volunteering with the PTT Philippines Foundation Inc. His involvement extends to various Corporate Social Responsibility (CSR) activities, including tree planting, Brigada Eskwela, gift-giving, and coastal clean-up initiatives.
Project Title: Road Transport Development & Assessment Standards (Hauler’s Audit Program)
This independent, holistic audit program collaborates with road transport hauling services to enhance management-services integration, in line with PTT's vision of "Empowering all, towards inclusive growth." The program aims to boost the capability and integrity of service providers by identifying operational gaps and potential risks that could impact the company, haulers, drivers and their families, the public, and the environment. Its objectives are the following:
To check adequacy, compliance and effectiveness of Hauler’s overall management as PTT’s Transport Service Provider;
Monitor Hauler’s Performance based on terms & conditions from contract and compliance to safety standards particularly with road safety;
Ensure proper fleet management and Ensure compliance to PTT’s QSHE Management Standards; and
Increase the level of hauler’s engagement in finding opportunities for improvements and create venue for sustainable development on a quantifiable approach.
The audit encompasses five key aspects namely:
Driver Management - Focuses on the recruitment, safety & health, and welfare of drivers, ensuring they are well-equipped and highly trained;
Quality, Security, Safety, Health & Environment (QSSHE) Management - Ensures all aspects of operations are compliant with the highest standards of safety and quality;
Journey Management - Addresses planning and execution of routes to maximize safety, security and efficiency;
Fleet/Tank Truck Management - Involves rigorous checks and maintenance program to ensure vehicle integrity and reliability, including the policy on truck unit replacement to optimize roadworthiness;
Organization Management - Encourages structural efficacy and proper communication channels within the hauling companies, internal policies and overall direction of the hauling business.
These areas are evaluated using specific criteria and questionnaires to assess compliance levels. Recommendations are provided, ensuring continuous engagement with haulers to help them achieve full compliance, appreciate continual improvement, and elevate overall safety performance. The audit is conducted by an independent committee of PTT employees from various departments, serving as an effective tool for objectively rating the performance of road transport service providers. This systematic approach aids management in selecting and maintaining accredited, compliant haulers, promoting a sustainable safety culture.
The following are the outcomes of the project:
Increased safety awareness amongst the Haulers & Transport Service Providers of PTT, particularly to the drivers;
Prevent accidents and avoid lost exposures up to 40,000,000 pesos plus other potential losses, including the welfare of employees and their respective families;
Uphold road safety and public safety as we delivery our Products & Services to our customers;
Conduct our business in a socially responsible manner; and
Contribute for a safer road that we share with the general publics as we deliver our products & services to our customers.
