ON a momentous Thursday, January 9, 2024, the Rotary Club of Manila (RCM) and the Rotary Club of Makati West (RCMW) convened at the distinguished Manila Polo Club for their 18th Weekly Membership Meeting. This joint event, graced by eminent Rotarians, featured a stimulating address by Dr. Eli M. Remolona, Jr., Governor of the Bangko Sentral ng Pilipinas (BSP), as its highlight. Moderated by Past President Arsenio “Archit” M. Bartolome III, the gathering exemplified camaraderie, intellectual exchange, and the spirit of service.

The program commenced at 12:30 PM with a joint call to order by President Eduardo "Jujut" V. Enriquez III of RCM and President-Elect Christopher “Dino” C. Dumatol of RCMW. Following a solemn invocation by Past Director Jose “Pepo” A. Nuñez Jr., the assembly rose for the Philippine National Anthem and two Rotary hymns, resonating with unity. Rotarian Miguel Antonio “Mike” L. Ozaeta recited the Four-Way Test, reinforcing the ethical principles that guide every Rotarian's actions.

As tradition dictated, Past President Archit Bartolome acknowledged esteemed guests, setting the tone for a celebratory atmosphere. The RCM World-Famous Music Chorale added a melodious charm with their renditions of the Welcome Song and birthday greetings, including a tribute to Past Internal Auditor Jimmy Laya.

Presidents Enriquez and Dumatol took the stage to share updates and reflections, emphasizing the importance of collaboration between the two clubs. The induction of new honorary members — Past President Santiago “Santi” F. Dumlao Jr., and former Chief Justice Artemio “Art” Panganiban — was a poignant reminder of Rotary’s legacy of excellence.

Introduced by Vice-President Joel Valdes, Dr. Eli M. Remolona, Jr., the BSP Governor, delivered a riveting speech, shedding light on the Philippines' economic trajectory and the pivotal role of the central bank. His discourse was not merely a presentation but a masterclass on navigating economic complexities in an ever-evolving global landscape.

Dr. Remolona began by acknowledging the formidable audience and expressing gratitude for the honor of addressing such a distinguished assembly. His report on the economy painted a balanced picture of achievements and challenges, encapsulating the BSP’s dual mandate of price stability and economic growth.

Highlighting the journey of inflation control, Dr. Remolona traced its peaks and troughs. He recounted how external shocks, such as the Russia-Ukraine conflict and India’s ban on Basmati rice exports, triggered inflationary pressures. These events underscored the intricate web of global interdependencies.

With inflation peaking at 8.7% in January 2023, the BSP implemented strategic monetary policies, including measured easing beginning in August 2024. By December 2024, inflation had moderated to 2.9%, signaling a return to the government’s target range. Dr. Remolona lauded the resilience of the Philippine economy, citing a robust 5.6% growth in the third quarter of 2024 — one of the best in ASEAN.

Turning to the health of the banking sector, Dr. Remolona assured the audience of its robustness. He highlighted key metrics, such as a capital adequacy ratio of 16.4% — well above international standards — and liquidity coverage at 186.6%. These indicators underscored the sector's preparedness to weather economic shocks.

Dr. Remolona also discussed systemic risk management and the designation of 11 banks as systemically important, ensuring their soundness would not jeopardize the broader financial system. Furthermore, he elaborated on the BSP’s foray into digital banking, fostering financial inclusion and innovation. He envisioned a future where e-wallets and digital lending could bridge gaps in access to financial services.

The BSP Governor emphasized the transformative potential of digital payment systems. He advocated for subscription-based fee structures to maximize network effects, facilitating greater participation and financial inclusion. On capital market development, he highlighted efforts to enhance liquidity in the bond market, enabling monetary policies to transmit more effectively.

Dr. Remolona concluded with an optimistic yet cautious outlook. Acknowledging uncertainties, particularly in the global arena, he expressed confidence in the Philippines' economic fundamentals. The BSP, he assured, remains committed to fostering a stable and inclusive financial environment.

The event concluded with an engaging open forum, where attendees posed insightful questions, deepening their understanding of economic policies and their implications. Presidents Enriquez and Dumatol presented a certificate of appreciation to Dr. Remolona, honoring his invaluable contribution to the meeting.

As the gavel fell, signaling adjournment at 2:00 PM, the room buzzed with a renewed sense of purpose and inspiration. The Rotary Club of Manila and the Rotary Club of Makati West had once again exemplified Rotary's mission of fostering dialogue, learning, and service above self.
