Global Grant Approval for Rotary Club of Manila's Cleft Lip Project (Year 2)

THE Rotary Club of Manila (RCM) has received exciting news last February 20 with the approval and payment of the Global Grant for the Cleft Lip Project (Year 2) from The Rotary Foundation. This initiative, designated as Global Grant fund 2572214, aims to provide corrective surgeries for children suffering from cleft lip and palate conditions, significantly enhancing their quality of life.

Collaboration with Operation Smile Philippines

In a strategic move to streamline the project’s execution, Past District Governor Alex Cureg has recommended a meeting with Operation Smile Philippines (OSP). This gathering aims to finalize critical details, including the project schedule, payout schedule, and closing timeline. Importantly, the fund will be remitted in pesos, according to the Rotary exchange rate, ensuring that financial transactions align smoothly with local practices.

The disbursement of the Global Grant fund will follow a progressive billing model based on OSP's surgical program. This structure is designed to accommodate the varying number of patients requiring surgery, which can fluctuate based on school schedules. In anticipation of Vice President Joel Valdes's upcoming trip to the USA, it is suggested that this meeting with OSP occur before the Lenten break to ensure timely planning.

Project Scope and Coverage

VP Joel Valdes highlighted the successful execution of the first global grant in 2022-2023, where the entire grant amount was deposited into RCM's bank account and subsequently transferred to Operation Restore Hope. The first grant covered surgeries for 70 patients over two weeks, while the current grant (GG 2572214) is set to expand its reach, providing corrective surgeries for 96 to 100 children over a six-month period.

To maximize the project’s impact, it is crucial to announce the availability of screenings for children aged between six months and 17 years. This outreach is essential to ensure that eligible children are considered for this life-changing surgery.

Payment Structure and Reporting

The funding strategy for the new grant involves an initial payment of approximately 10,000 USD, which will convert to a startup operating fund for OSP in pesos. Subsequent payments will be based on a reimbursement model, allowing for financial flexibility as the project progresses.

Operation Smile Philippines will also be tasked with submitting a Final Report upon completion of the project. This report will not only document the outcomes but also outline lessons learned, which will be reviewed by The Rotary Foundation to officially close the project and its associated bank account.

Enhancing Public Image and Engagement

One of the key components of the project is to enhance its public image. Plans are underway to host a meeting involving Operation Smile Philippines, Rotary clubs in the district, and the Mayor of Manila. During this event, the down payment check will be presented to OSP, fostering collaboration and encouraging other Rotary clubs to refer patients in need.

In tandem with this, the RCM Foundation is preparing for a separate public engagement initiative that will document project support and the beneficiaries' experiences, further solidifying RCM’s commitment to Global Grant #2572214.

Future Collaboration and Meetings

Moving forward, VP Joel Valdes will reach out to OSP to coordinate the project activity and payment schedule, ensuring that international project partners, including the Rotary Club of San Bruno, are involved from the outset. The collaboration meeting will focus on reaching an agreement with OSP on the project timeline, with a kick-off planned for April 2025, although preparations may commence sooner if funds become available.
