The forthcoming address of His Excellency Dr. Andreas Michael Pfaffernoschke, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Philippines, comes at a moment when the value of principled diplomacy and genuine International partnership has never been more urgent.
