Hon. Jing Quan

His Excellency Jing Quan was born in July 1975 in Shaanxi Province, China.

Ambassador Jing earned a bachelor's degree in English from Xian Foreign Studies University, a master’s degree, and subsequently a PhD in international relations.

He entered the foreign service in 1997 as a Staff Member at the Ministry of Foreign Affairs and remained in that role until 1998.

In 1998-2002, he was Attaché and Third Secretary, Embassy of the People's Republic of China in the Kingdom of Thailand.

2002-2009, he was Third Secretary and Deputy Director, Department of North American and Oceanian Affairs, Ministry of Foreign Affairs.

2009-2011, he was Second Secretary and later First Secretary, Embassy of the People's Republic of China in the United States of America.

2011-2018, he went back home to be First Secretary, Director and Counsellor, Department of North American and Oceanian Affairs.

2018-2021, Deputy Director-General, Department of North American and Oceanian Affairs, MFA.

2021-2025, as Minister and subsequently the Deputy Chief of Mission, Embassy of the People's Republic of China in the United States of America.

On December 11, 2025, he officially became the People’s Republic of China’s Ambassador to the Republic of the Philippines.

Ambassador Quan is married with one daughter.
