H.E. Miguel Utray Delgado

HIS Excellency Miguel Utray Delgado is a career diplomat whose service reflects more than three decades of work in foreign affairs, international cooperation, cultural diplomacy, and government protocol. Born on August 23, 1961, in Seville, Spain, he holds a Bachelor of History, a field that supports the depth and perspective required in diplomatic service.

He joined the Spanish Diplomatic Service on June 12, 1990, and began his career in the Diplomatic Information Office of the Spanish Ministry of Foreign Affairs. In the same year, he also served in roles focused on North Africa within the Directorate General for Foreign Policy for Africa and the Middle East. His early assignments laid a strong foundation in regional affairs and strategic foreign policy work.

Over the years, Ambassador Utray Delgado held key posts in Spanish missions abroad, including Deputy Chief of Mission in Honduras, Counsellor in Turkey, Consul General in Melbourne and Edinburgh, and Cultural and Scientific Counsellor at the Embassy of Spain in Mexico. From August 2017 to June 2020, he also served as Director of the Cultural Centre of Spain in Mexico.

In Madrid, he assumed senior responsibilities in public administration, including Director of the Department of Protocol of the Presidency of the Government of Spain and Director for International Relations at Instituto Cervantes.

Since August 23, 2022, he has served as Ambassador of Spain to the Philippines, with concurrent accreditation to Palau and the Marshall Islands. His distinctions include the Royal and Distinguished Order of Charles III and honors from Argentina, Lebanon, Chile, and France.
